The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.

Responsibilities

As a IT Specialist (PLCYPLN) at the GS-2210-13 some of your typical work assignments may include:
  • Managing assigned areas of Employer Support of the Guard and Reserve (ESGR) owned and licensed application software and systems.
  • Managing the Microsoft SQL databases by ensuring the interoperability between the ESGR portal, ESGR SQL-based database and the ESGR web site(s).
  • Providing guidance to contractors and working with other staff IT technicians on the updating of content and functionality.
  • Adhering to all applicable DoD and federal regulations concerning cybersecurity in application development and maintenance.
  • Researching, implementing, and/or coordinating correction or mitigation of all identified security vulnerabilities.
  • Serving as the on- site IT expert and providing technical advice, IS guidance, Level I/II help desk support to ESGR web-based applications.
  • Serving as Contracting Officer Representative (COR) for Information System related contracts.

Qualifications

For all 2210 positions, individuals must demonstrate they have experience in each of the four competencies listed below; the experience does not have to be IT-related:

    You may qualify at the GS-13 grade level, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
    • Building and maintaining SQL databases, searching databases and developing custom reports.
    • Developing, maintaining, and troubleshooting custom and commercial applications (Microsoft.net, DNN Software, etc).
    • Working with networks and server environments.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
