About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the ST-APF-W0Z1AA HQDA, ODCSINT.

Responsibilities

  • Integrates force structure initiatives and requirements through Army force structure and Planning, Programming, Budgeting, and Execution processes.
  • Coordinates the full scope of force management actions to include manpower, equipment, stationing and facility review.
  • Analyze impact of structure and manpower changes reflected in Command developed Concept plans, Command Implementation Plans, and Change Management Plans; develops alternatives for achieving changes, and recommends preferred courses of action.
  • Serve as an Action Officer to gather facts, analyze courses of action, develops rationale to support conclusions, prepare recommendations and coordinate with other interested staff agencies.
  • Initiates personnel, equipment, and stationing changes for the DCS G-2 Table of Organization and Distribution (TDA).
  • Coordinates Army Military Construction, Army facilities standards, and stationing issues; provide objective analysis; and develop effective solutions to challenges to ensure the accuracy of Army installation services and infrastructure requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Temporary Duty Travel consist of 25% for the performance of duties and training.
  • Must be able to obtain and maintain a Top Secret security Clearance based on an SBI with eligibility for sensitive compartmented information (SCI).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one (1) year of experience which prepared you to do the work in this job.
Specialized Experience is defined as experience in 2 of the 3 statements 1) Working with force structure and manpower management. 2) Working with Table of Distribution and Allowance (TDA) and Modified Tables of Organization and Equipment (MTOE). 3) Working with manpower and force management systems to manage and coordinate manpower management activities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14). Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Education

  • TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of two years of continuous service in this position.

  • Salary includes applicable locality pay or Local Market Supplement.
  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
  • This is an obligated position. If/when the incumbent of this position returns, the incumbent may be (1) required to accept reassignment to another position at the same grade; (2) accept a change to lower grade (demotion); or (3) be separated by reduction-in force procedures, if there is no position available. Should the incumbent of this position choose not return, the position obligation will be removed and assignment made without further competition.
