Summary

This position is located in the Department of Commerce, Investigations and Threat Management Division (ITMD), Office of Security, Washington, District of Columbia. The primary purpose of this position is to serve as a key member of the ITMD management team, performing a full range of complex and sensitive activities in a fast-paced, multi-tasking environment.

Responsibilities

RESPONSIBILITIES:
- Serving as a principal advisor within and representative of ITMD, exercising rights as delegated and interacting with internal and external stakeholders in order to execute ITMD's mission and ensure effective and efficient planning, coordination, implementation, monitoring and evaluation of services in compliance with defined requirements.
-Researching issues, resolving conflicts, and identifying and communicating solutions for a variety of routine and ad hoc managerial or administrative challenges.
-Ensuring suspense tracking.
-Devising and/or preparing performance metrics.
-Managing ITMD's administrative portfolio, including directly performing activities essential for day-to-day operations.
-Conducting inspections and inventories of ITMD resources to validate mission preparedness.
-Ensuring security controls for the Division's resources.
-Routinely working on budget, acquisition, personnel, space planning/management, property management, information technology, records management, and communications matters.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications:
ZA-3: You must possess at least-one year of specialized experience in the Federal service OR equivalent public or private sector experience equivalent in difficulty and responsibility to the GS-09 level or ZA-2 performing the following duties:
  • Performing research and advising management on issues, risks and solutions;
  • Ensuring an operating unit's full range of administrative needs are met;
  • Planning, implementing, monitoring and evaluating suspense tracking;
  • Representing the organization with stakeholders at various levels; and
  • Communicating at a proficient level through a variety of mediums.
OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or a combination of the required experience and education for this grade level.

Specialized Experience:
ZA-4 - You must possess at least-one year of specialized experience in the Federal service OR equivalent public or private sector experience equivalent in difficulty and responsibility to the GS-12 level or ZA-3 performing the following duties:
  • Independently performing comprehensive research and advising management on issues, risks and solutions;
  • Independently ensuring an operating unit's full range of administrative needs are met;
  • Conducting oversight of activities subject to significant departmental, congressional or media scrutiny;
  • Representing the organization with stakeholders at various levels to address unanticipated or controversial matters; and
  • Communicating at an expert level through a variety of mediums.

The ZA-3 is equivalent to the grades 11/12 on the GS pay scale. The ZA-4 is equivalent to the grades 13/14 on the GS pay scale.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Top Secret clearance as a condition of placement in this Special-Sensitive (SS)/High Risk position.
