Duties

Summary

The incumbent performs a wide range of ongoing sensitive assignments; conducts complex special inquiries, projects and investigations; and prepares directives and policies with organizational impact. He/she coordinates directly with office heads to formulate organization-wide policies and procedures to improve the operations of OIG and support the vision established by the IG. He/she leads external and internal communication efforts.

Responsibilities

  • Brings together the staff resources of OIG to facilitate the exchange of ideas and information, coordinates the resolution of issues, and leads the development and implementation of actions plans, as appropriate.
  • Assists in preparing the IG and the AIGMO to participate on a variety of high-interest councils, committees, and task forces, such as the Council of Inspectors General on Integrity and Efficiency (CIGIE). Coordinates follow-up on assignments, consolidates input on behalf of SBA OIG, and keeps track of deadlines and requirements for SBA OIG's compliance and representation.
  • Prepares revisions to OIG policies, procedures, and practices required to implement new requirements and adapt to other changes impacting the OIG.Assists in developing administrative policy and policy statements.Maintains the OIG's directives system and ensures that material is up-to-date and consistent with OIG policy and applicable laws and regulations.
  • Prepares the preparation of congressional testimony, statements for the record, briefing books, and discussion points to ensure that the IG through the AIGMO remains fully knowledgeable of key issues and events and is prepared to represent OIG's interest and policy.
  • Oversees the full range of legislative and external affairs services provided to the IG and OIG employees. Manages legislative and external affairs operations to ensure that requests for assistance from clients and stakeholders are responded to timely, accurately, and effectively.
  • Advises and assists the AIGMO in the formulation and evaluation of plans for achieving OIG's immediate and long-range goals and objectives, including the development of plans to convert strategic goals into actions.

Specialized Experience Statement :

GS-14
: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: organizing and leading communication outreach efforts agency-wide; serving as a congressional and media relations officer, to include compliance with congressional reporting and public website posting mandates; serving as a policy advisor charged with analyzing and evaluating complex issues to identify and develop policy solutions with organizational impact; coordinating directly with office heads to formulate organization-wide policies and procedures to improve the operations of the office; performing a wide range of ongoing sensitive assignments, to include conducting complex special inquiries, projects and investigations; preparing and coordinating internal publications and special projects aimed at promoting internal communication and awareness to achieve the agency's strategic goals; analyzing and evaluating program needs to advise officials of risks and internal control needs; establishing and maintaining effective working relationships internally and externally to advance the operational needs of a Presidentially-appointed Senate-confirmed official, or similar experience.
