Summary

This position serves as an Education Program Specialist in the United States Department of Education, Office of Elementary and Secondary Education (OESE), Office of Indian Education (OIE). The Office of Indian Education supports the efforts of local educational agencies, Indian tribes and organizations, postsecondary institutions, and other entities to meet the unique educational and culturally related academic needs of American Indian and Alaska Natives.

Responsibilities

Qualified persons with Indian Preference are given priority for this position.

As an Education Program Specialist, GS-1720-12, you will be responsible for the following duties:

Research and develop program criteria for selection, funding, evaluation and other grant/contract processes. Develop, write, and obtain necessary clearances for the technical review plan to be used for evaluation and grant/contract review processes. Elicit and compiles other viewpoints and options from program offices which afford management a more complete perspective. Consults literature in the field, regulations, program records, and other Department offices to develop the analysis and support conclusions drawn. Establish monitoring criteria and monitoring plans. Conduct onsite monitoring visits to funded projects to assess the educational effectiveness and progress, and to determine compliance with Department rules and regulations, with grant/contract terms and agreements, and with proposal objectives. Advise on the selection of procurement and grant/contract review panel members for the application review process. Select members and ensure that they are knowledgeable in all areas necessary to the competitive process. Coordinate the overall procurement and grant/contract review process. Conduct briefings for panel members. Initiate, plan and participates in national, state and local meetings, workshops, seminars and conferences for the purpose of providing training to professionals on grant/contract management matters. Interpret program requirements, criteria, rules and regulations, and as directed, comments on proposed regulations and policies. Meets and consults with staff and program officials to obtain their cooperation and input. Elicits and compiles viewpoints and alternatives that afford management the benefit of several views and options. Represent the Office in a variety of meetings and conferences and maintains effective relations with lay and professional organization and education officials at the Federal, state and local levels.

Minimum Qualification Requirements

Applicants must meet BOTH the Basic Requirements and the Specialized Experience shown.

Basic Requirements:

A. Degree that included or was supplemented by at least 24 semester hours of coursework in a field related to the work of the position to be filled (as presented in the description of duties), of which at least 9 semester hours were in education courses. OR

B. Four (4) years of experience that demonstrated a thorough understanding of the principles and practices of the work in the education program specialist series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that acquired through completion of a degree from an accredited college or university. OR

C. Combination of education and experience - (including at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 hours must have been in education courses.) OR

D. At least one (1) full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Specialized Experience for the GS-12

One year of experience equivalent to the GS-11 performing all three (3) of the following duties or work assignments:

1. Experience in developing and implementing educational (or related) programs and/or policy at the Federal, state, and/or local levels.
2. Experience in writing detailed documents, analyzing data, producing presentations for the purposes of explaining topics to a variety of audiences.
3. Experience with social and/or academic challenges that at-risk students (including but not limited to American Indian or Alaska Native students) experience in various types of educational settings.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
1. Ability to apply education theories principles and practices and the roles of the federal, state and local governments sufficient to plan, evaluate and advise on funded educational programs, their requirements and problems.
2. Skill in adapting education principles to projects and problems for which there are no closely related precedents
3. Skill in facilitation of groups, conflict resolution, presenting and public speaking, analysis of grant/contract and strategic thinking.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

Indian Preference: Indian preference eligibles will be ranked ahead of qualified non-Indian preference eligibles.

3. Referral and Selection
