Summary

The position is located within the Division of Formulation & Financial Budget Management (DFFM).The DFFM is responsible for developing,managing,and implementing budget policy,procedures,processes and systems to formulate,justify and distribute funding for all budget lines within Indian Affairs, as required under Office of Management and Budget guidelines.These functions are managed via outreach, formal training, oversight, and reporting to BIA, BIE, DOI, OMB, and other Federal oversight bodies.

Responsibilities

  • Participate on various project teams studying to resolve complex management problems to improve the efficiency and economy of operations and personnel.
  • Conduct management/program analyses to identify inefficiencies, streamline processes, eliminate redundancies, develop budget justifications, and ensure processes meet valid administrative/program requirements.
  • Conduct statistical, analytical, cost/benefit, feasibility, and risk analysis of work processes and major systems.
  • Persuade managers or other officials to accept findings, and work towards an achievable corrective action.
  • Perform research analysis of documentation and regulations pertinent to resolving issues within Indian Affairs.
  • Work in a Team environment that pertains to completing projects, formulating findings, and presenting oral and written reports, presentations, and recommendations.

Qualifications

GS-12:
One year of specialized experience at or equivalent to the GS-11 grade level gathering data and information used to analyze and measure the effectiveness, efficiency, and productivity of administrative, budget or program operations, policies, and processes; assisting in developing budget justifications; contributing in the drafting of effect statements, written recommendations, or written documentation for internal and external customers.

GS-13:
One year of specialized experience at or equivalent to the GS-12 grade level analyzing and measuring the effectiveness, efficiency and productivity of administrative, budget or program operations, policies, and processes; developing written justifications for budget requests; responding to congressional directives; preparing effect statements, written recommendations, or written documentation for internal and external customers such as OMB, Congress and etc.

The full performance level of this position is GS-13.
