Responsibilities

As a Director, Community and Supportive Services (CSS), you will:
  • Supervise and coordinate the work of assigned CSS staff in the development of annual funding competitions, completion of those competitions, funding of grants, and the monitoring of the implementation of those grants.
  • Participate in the design of data tracking and reporting mechanisms to identify nationwide trends, provide early alert to potential problems, and otherwise track the performance of CSS programs.
  • Monitor performance by field offices, including provision of technical assistance, problem resolution, and onsite monitoring reviews.
  • Independently handle a variety of projects to be worked on with one or more members of CSS and Office of Public Housing Investments (OPHI) staff, other Departmental staff; develop policies and procedures related to innovative performance of supportive service programs, facilitate non-traditional public private partnerships to address the needs of Public Housing Agencies (PHAs), HUD-assisted residents and other community members.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in Public and Indian Housing (PIH), Office of Public Housing Investments (OPHI), Urban Revitalization Division, Community and Supportive Services. The Community and Supportive Services (CSS) team is the lead team at HUD responsible for promoting self-sufficiency among residents of public housing, Section 8 vouchers and other assisted housing. To this end, the CSS Team is responsible for a number of ongoing grant programs, including Family Self Sufficiency (FSS), Resident Opportunity and Self-Sufficiency (ROSS) and Jobs Plus (JP). In addition, the team is responsible for two one-time grants (ROSS) for Education and the Juvenile Reentry Assistance Program (JRAP), and a number of smaller initiatives, including Financial Literacy, Reentry and Health.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
  • Overseeing Federal, state or local publicly-funded housing programs, with particular emphasis on programs and strategies that address economic self-sufficiency for low income residents, job-driven approaches to increase earnings, the advancement of employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing; AND
  • Coordinating economic mobility efforts with public housing authorities (PHA), assisted housing owners, public/private nonprofit development entities, or government officials; AND
  • Advising on an organizations decisions, policy recommendations and positions supporting the organizations mission, specifically related to economic self-sufficiency for mission beneficiaries; AND
  • Analyzing problems, developing strategies, and presenting solutions to senior management or high- level officials, orally and in writing.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
