Summary

This position is located in the Department of Health And Human Services, Administration for Children and Families, Administration on Children, Youth and Families (ACYF), located in Washington, District of Columbia.

Responsibilities

  • Develops, forecasts and issues instructions for preparing budget estimates, taking into account legislative requirements and agency program goals and objectives as well as higher echelon budget instructions.
  • Advises operating officials of cost trends and recommends reprogramming when indicated by deviations from the financial operating plan.
  • Represents the Office at meetings and conferences as an expert in budget methods and techniques and has an understanding and familiarity with the operating programs under review.
  • Prepares allowances for both program and salary and expense funds to central office and regional offices which reflect allocations and changes in obligation.
  • Provides continuous monitoring of allotted funds both program and salaries and expenses through a system of reports.
  • Provides guidance, direction and training to analysts and ACYF staff on the day-to-day budget execution obligating, monitoring and reconciling allocated funds.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that includes the following:
  • Applying various legislative and policy decisions to develop and adjust budgetary plans
  • Identifying issues and developing recommendations on various accounts including grants acquisition, travel, and program administrative funds
  • Preparing guidance and responses on budget execution and monitoring to officials
  • Presenting alternative courses of budgetary and administrative action to officials for acceptance

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
