Summary
The purpose of the position is to provide guidance to, and monitoring of, the Independent Public Accounting firms (IPA) contracted to annually audit the HHS Consolidated Financial Statements. Incumbent receives independent audit assignments and assignments as a senior auditor to include work on large and/or complex audits.

Responsibilities
This position serves as a Senior Auditor utilizing auditing principles and procedures to assist in the monitoring of the audit of HHS Consolidated Financial Statements. In addition, the incumbent will assist the division in providing audit services to all management levels within the area serviced by Financial Statement Audits (FSA) through the conduct, monitoring and performance of comprehensive audits, which includes examinations of financial management within HHS.
If selected for the Auditor, GS-511-13 position, the incumbent will perform the following functions:
Coordinates, monitors, and evaluates the work of the IPA contracted to annually audit the HHS Consolidated Financial Statement and other audit work contracted to be performed by the OIG. Determines adequacy of performance by the IPA and other work performed by FSA standards. Works with the IPA and other OIG auditors, to develop or modify auditing methods and techniques, to resolve a variety of complex auditing problems. Makes a recommendation as to corrective actions, and takes such action as necessary, to ensure the organization initiates programs, for lasting and widespread correction of reported deficiencies. Advises, works with, and coordinates with responsible auditors concerning the preparation of the reply, and the possible existence of similar conditions within other organizations. Provides OIG input to HHS CFO and presentations, including footnote disclosures and program indicators. Serves as a contact point, to provide expert advice and assistance on financial management matters, in assigned area to HHS and OIG staff, and to Federal, State, local, public, and private agencies, where programs interrelate.

Applicants must have a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience at least 4 years of experience in accounting; or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Specialized experience is demonstrated experience in performing a variety of tasks which you could have obtained in the public sector or private sector: (1) determines adequacy of performance by the IPA and other work performed by FSA standards; (2) coordinate and monitor the work of IPA contracted to annual audits performed by an organization or department; (3) initiates inquiries into deficiencies IPA identified during audits; (4) responds to a variety of inquiries posed by IPA and auditors to resolve audit problems; and (5) advises, works with, and coordinates with responsible auditors concerning the preparation of the reply and the possible existence of similar conditions within other organizations.

- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed above, provided that: (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountant or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training and experience fully meet the specified requirements.
