Summary

The Office of the Clerk for U.S. House of Representatives is seeking a dynamic and innovative Senior Software Engineer (Full Stack Developer) to join a development team that is dedicated to building and enhancing critical legislative systems used by Members of Congress, Committees, other internal agencies and the public.

Responsibilities

1. Leads and assists in analyzing, proposing, and implementing various software technologies and services;
2. Designs, programs, tests, and debugs program modules or user defined modifications;
3. Assists in analyzing technical problems, evaluating improvements and benefits which could be derived from modifications of existing systems, and developing plans to address issues, problems and concerns in a cost-effective manner;
4. Assists with the architecture, design, and development of information systems;
5. Coordinates work with various internal and external stakeholders to develop, test, install, and modify software applications; and
6. Understands and supports other services of the Legislative Computer Systems (LCS) and assists in coordinating efforts with vendors, other departments, and users in the Clerk's office.

Expert-level knowledge of programming with more than one programming language, and design and configuration of various information systems. Must have appropriate background and education to evaluate, program, and design systems, and have supervisory and training abilities.

Continued employment is contingent upon satisfactorily completing a criminal history records check. Employment with the U.S. House of Representatives is at-will. EOE.

Qualifications

A Bachelor's degree in Computer Science or related field.

Seven or more years of experience building applications and services while working in a team-oriented and collaborative environment.

Experience with the following:
• DevOps workflows such as GitHub, Git Flow or Azure DevOps.
• Core web technologies such as HTTP, microservice APIs, HTML, CSS and Javascript.
• Application development languages and frameworks based on JVM, .NET or NodeJs.
• Web frameworks (e.g., Angular or React).
• Enterprise data technologies such as JSON, XML, XML Schema, JSON-LD, RDBMS and NoSQL databases.
• Publishing technologies such as XSLT and XML translation to web and print outputs.
• Full text and search technologies such as Elastic or Solr.

A desire to research and study new emerging technologies for consideration in future and ongoing development efforts.

Education

Bachelor's degree in Computer Science or related field.
