Summary

The Census Bureau seeks a highly-motivated and capable expert to serve as the Senior Computer Scientist for High Performance Computing Solutions. He/she researches and designs innovative and secure capabilities to support high performance computing technologies; has a detailed understanding of new and emerging cloud or other high performance computing technologies; and recommends a vision regarding the Census Bureau's direction to effectively utilize high performance computing technology.

Responsibilities

In addition to the duties listed in the "Job Summary" section, the Senior Computer Scientist for High Performance Computing Solutions:
  • serves as a key advisor to the Chief Technology Officer providing research and development of cloud or other high performance computing solutions.
  • executes high performance computing platform technology research and development projects to identify, access, and investigate cloud technologies that possess potential application to satisfy functional, performance, and security requirements in support of accomplishing the bureau's mission.
  • conducts original research and makes unprecedented developmental contributions to create and evolve Census Bureau's Operational IT Infrastructure, including the coordination of an appropriately balanced pursuit of enterprise business, information, technical and solution viewpoints. To make these contributions, the incumbent must maintain state-of-the-art knowledge of computer science and its applications.

Through consultation with other computer scientists both inside and outside of government and by original research, the incumbent conducts developmental projects to incorporate the application of theoretical and emerging information technology capabilities to the numerous challenges facing the Census Bureau's operational environment.

The incumbent's research findings and recommendations are used to determine the optimal use of high performance computing technology solutions for all Census programs and massive volume of data processing.

Travel Required

Occasional travel - Travel may be required to visit field offices, attend professional conferences and meetings, and represent the Census Bureau to government and non-profit and professional organizations, etc.

To meet the minimum qualification requirements for this position, you must show that you possess all of the education and Professional/Technical Qualifications listed. Each PTQ response should include a summary of the applicant's experience in relation to the specific PTQ and specific examples of accomplishments. An individual's total experience should clearly show knowledge, skill and ability of the scope and quality sufficient to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

Qualifications

Professional and Technical Qualifications (PTQs):

PTQ #1 - Graduate degree in the field of computer science and demonstrated experience in applying such expertise in leading change and improving operations of complex and distributed systems or equivalent level of education and experience.

PTQ #2 - Demonstrated expertise with large-scale and secure high performance computing solutions and massive amounts of data management or processing efforts that have a broad impact on computing operations and promoting an agile and flexible computing infrastructure that can accommodate changes in technology and organizational changes including utilizing technologies such as quantum computing, artificial intelligence and machine learning.

PTQ #3 - Recognition as an expert researcher in the application of computer science relevant to effectively translate business needs into operational systems requirements for a complex organization.

Education

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

You will be evaluated for this job based on how well you meet the qualifications above.

Qualified applicants will be evaluated by an Executive Resources Board (ERB) rating panel of senior managers and/or experts to determine the degree to which they possess the PTQs, and best qualified candidates may undergo an interview and a reference check. The ERB rating panel will make recommendations on best qualified candidates to the selecting official. Applicants will be evaluated on the quality and extent of their total accomplishments, experience, and the PTQs.
