Summary

Attention Applicants: This is a Work at Home (WAH) position working in and around the Suffolk, Virginia. The Duty Station will be the selectee's home address.

In order to be considered, all applicants MUST RESIDE in the Suffolk, Virginia local commuting area.

Relocation will NOT be paid.

Responsibilities

  • Conduct research, plan, develop and coordinate the partnership agreements to ensure activities at all levels are carried out, resolves problems encountered, and determines the need for renegotiation.
  • Address questions, concerns, and issues related to current and potential partners and stakeholders.
  • Establish partnership agreements with tribal governments, and/or local businesses and tribal community groups to develop specific strategies to eliminate enumeration barriers in specific regions in support of the Decennial Census.
  • Develop presentations, give briefings, conduct meetings and promote partnerships with various governments, local businesses and community groups.
  • Develop relationships and partnerships with tribal leaders and governments with various tribes in the RCC/RO area

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Experience includes awareness and knowledge of the norms and customs of the Federally recognized tribal communities in the region in an effort to develop professional partnerships and connections with community leaders, professionals and centers of influence.

GG-0301-09

SPECIALIZED EXPERIENCE: For the GG-09, you must have one year of specialized experience equivalent to the grade 07 level in the Federal service. This includes assisting with conducting research, planning, implementing and evaluating the goals and objectives of a nationwide and/or regional outreach and promotional program. Charismatic abilities in developing and cultivating productive partnerships for the purpose of gaining cooperation and support with tribal governments, community based organizations, faith-based groups, media, business and community groups in order to receive their support in the Decennial Census. Prolific in writing and developing speeches, presentations, and workshops. Comfortable delivering presentations, workshops, organizing and conducting meetings/events, all for the purpose of gaining cooperation and support while initiating action. Most of all, able to work efficiently under stringent contraints.

OR

EDUCATION: Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree OR LL.B. OR J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GG-0301-11 :

SPECIALIZED EXPERIENCE: For the GG-11, you must have one year of specialized experience equivalent to the grade 09 level in the Federal service. This includes, planning, implementing, and evaluating the goals and objectives of nationwide and regional outreach and promotional program. Charismatic abilities in developing and cultivating productive partnerships for the purpose of gaining cooperation and support with tribal governments, community based organizations, faith-based groups, media outlets, businesses. Prolific in writing and developing speeches, presentations, and workshops. Comfortable conducting meetings and events, all for the purpose of gaining cooperation and support while initiating action. Influential in developing relationships and productive partnerships with tribal leaders and establish partnerships with local and national tribal organizations. Most of all, able to work effectively and efficiently under stringent time constraints.

OR

EDUCATION: PH.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GG-0301-12 :

SPECIALIZED EXPERIENCE: For the GG-12, you must have one year of specialized experience equivalent to the grade 11 level in the Federal service. This includes, planning, implementing, and evaluating the goals and objectives of nationwide and regional outreach and promotional program. Charismatic abilities in developing and cultivating productive partnerships for the purpose of gaining cooperation and support with tribal governments, community based organizations, faith-based groups, media outlets, businesses. Prolific in writing and developing speeches, presentations, and workshops. Comfortable conducting meetings and events, all for the purpose of gaining cooperation and support while initiating action. Influential in developing relationships and productive partnerships with tribal leaders and establish partnerships with local and national tribal organizations. Have the ability to manage partnership agreements, resolve problems, address questions and concerns. Skillful in negotiating with reluctant tribal government and/or local community groups in order to receive their support in the Decennial Census. Most of all, able to work effectively and efficiently under stringent time constraints.

    CTAP Eligible

    CTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
