WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION: FMSS customers are IRS employees - FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission including, but not limited to, real estate and portfolio solutions, building infrastructure and facilities management, security services, employee credentialing, environmental health and safety and incident management.


WHAT DOES AN Occupational Safety and Health Specialist DO? As a Safety and Occupational Health (OSH) Specialist at the IRS you will administer these OSH program components: Management commitment, Employee involvement, work site analysis, hazard prevention and control, training and emergency preparedness.

As an Occupational Safety and Health Specialist (OSH), you will:
  • Define or implement the OHS programs for the IRS. The program areas include: Management commitment, Employee involvement, work site analysis, hazard prevention and control, training and emergency
    preparedness.
  • Advise staff and management on safety matters pertaining to appropriate cost-effective work practices.
  • You may be required to develop safety budget/resources requirements.
  • You will interpret safety directives, and you may assist in the formulation of broad policy direction.
  • You may serve as a representative of the Director and you may perform liaison assignments in contact with professional and trade associations, officials from the Treasury Department and other government agencies, and the public.
  • You will provide analytical support regarding worksite conditions or work practices in order to improve workplace safety.
  • You will support systems that allow employees to identify safety related issues and then offer follow through to resolution.
  • You will develop or implement policies, procedures and standards for the IRS Occupational Safety and Health program.
  • You will administer program systems that identify, resolve and control the opportunity for workplace hazards.
  • You will provide general and job specific training for management and employees.

You must meet the following requirements by the closing date of this announcement:

GRADE-12 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Experience in or related to safety and occupational health that provided the specific knowledge, skills and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Qualifying experience is experience that demonstrates accomplishment of support services activities and project assignments that requires a comprehensive knowledge and skill developing and applying occupational safety and health laws, standards, regulations, practices, and procedures; developing and evaluating program goals and objectives, annual program delivery plans and the development and administration of the program budget; Advising management on technical occupational safety and health requirements, and making recommendations to management to eliminate potential hazards; Development of analysis of accident, injury, and incident records; and design or modify workplaces, processes, products, or other systems to target areas of risk of employee injury; Preparation of safety procedures and guidelines; Administration of a reoccurring safety inspection process looking for trends and patterns to develop prevention tactics and hazard control; Training others to conduct trainings on relevant subjects, such as such as confined spaces, lockout/tagout, and hazardous materials communications plans; Delivering general safety educational campaigns to motivate others to practice prevention procedures during work. Additionally, you may have experience representing the Occupational Safety and Health Manager in meetings with senior executives and stakeholders to promote the program and to resolve safety incidents.

2 Positions are located in the Facilities Management and Security Services (FMSS) Division. The position will be filled in Washington, DC.

The anticipated start date is: Early - Mid January 2020.

CONDITIONS OF EMPLOYMENT:

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, C= Qualified) depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.
