This position is located in the Occupational Safety and Health Administration (OSHA), Directorate of Technical Support and Emergency Management (DTSEM), Office of Statistical Analysis (OSA).

Responsibilities

The mission of the Directorate is to provide expertise in the areas of emergency preparedness, response and recovery; safety engineering; industrial hygiene; ergonomics; occupational medicine and nursing; research and analysis of data and statistics; the analysis of OSHA regulations, programs, and policies in support of long-term planning; and related disciplines.

If selected for this position, the incumbent will perform the following duties:
  • Develop the design, the methodology, the scope, and/or the approach of evaluations and other complex assignments.
  • Evaluate the quality and usefulness of data from government and private sources to identify hazardous occupations and industries and to assess the performance of the agency and recommends possible new targets for OSHA efforts.
  • Conduct special studies to develop and evaluate quantitative measures of occupational or industrial hazards and agency performance.
  • Choose and apply the appropriate statistical methodology or epidemiological technique.
  • Independently lead the assessment of the validity and consistency of data, and, with guidance from the OSA Director, for excluding data from analyses as appropriate.
  • Participate in the Agency's strategic planning and performance measurement process.

Qualifications

Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the Basic Requirements above, applicants must also meet the Specialized Experience as described below:

GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is defined as applying quantitative and qualitative statistical methods to the analysis of occupational safety and health and enforcement data; conducting statistical studies; assisting in the preparation of reports, and providing recommendations based on analytical findings.

GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is defined as applying quantitative and qualitative statistical methods to the analysis of occupational safety and health and enforcement data; designing and conducting statistical studies; preparing reports, and providing recommendations based on analytical findings.

Education cannot be substituted for experience at these grade levels.
