Summary

As an Emergency Management Specialist at the GS-0089-11/12 with a full performance level of GS-12, you will be part of FSEM Emergency Management, Office of Personnel Management. If selected, you will be responsible for planning, developing, implementing, and maintaining emergency management programs for all of the Office of Personnel Management (OPM) Headquarters as well as assisting field offices in developing their programs.

Responsibilities

  • Manages the Continuity of Operations (COOP) databases consisting of all personnel contact data.
  • Manages the Government Emergency Telecommunications System (GETS) card program.
  • Maintains Watch Officer qualification and is the primary augmenter to the Situation Room (12 hour shifts).
  • Gathers information for the design, development, and conduct of emergency exercises.
  • Executes the Occupant Emergency Program during actual or exercise events.

Qualifications

For the GS-11: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) which required you to perform the following duties: provide technical assistance in developing emergency plans outline to provide services for an organization; utilize database software to manage a command/control center; maintain a situational awareness picture of any and all things such as hurricanes, severe weather, traffic, etc.; assist with planning, coordinating and directing disaster/emergency drill(s); and participate in emergency management training exercises.
OR
Have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.; if related.
OR
have a combination of education and experience listed above.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
