Responsibilities

  • Serve as a Divisional Administrative Contracting Officer (DACO) for one or more divisions, sectors, segments, groups or intermediate home offices, hereinafter referred to as division(s), of a multidivisional defense contractor.
  • Serve as the Department of Defense (DoD) liaison with contractor's division management with responsibility for promoting effectiveness and consistency in the performance of contract administrative services.
  • Responsible for complex contract administration actions having division-wide impact.
  • Evaluates and negotiates division policies and expenses pertaining to government contracts
  • Responsible for providing information to the Corporate Administrative Contracting Officer (CACO), Administrative Contracting Officers (ACOs) and the Procuring Contracting Officers (PCO) dealing with the divisions throughout the country
  • Ensure the implementation of Cost Accounting Standards (CAS) having division-wide impact.
  • Confers frequently with executives of the division and staff in resolution of problems; analysis and evaluations of group; complex and divisional policies and procedures which have inter as well as intra-group impact.
  • This position is a warranted position with unlimited signatory authority.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Critical Sensitive Top Secret security clearance.
  • Selectee will be required to pass a Contracting Officer Review Board.
  • This position requires a random Counter-Intelligence Scope Polygraph examination.
  • All applicants tentatively selected for this position will be required to submit to urinalysis testing to screen for illegal drug use prior to appointment.
  • DAWIA Level III Certification in Contracting is required within 24 months of EOD and prior to applying for a warrant.
  • Must must obtain and maintain a Contracting Warrant (Unlimited) with signature authority IAW DCMA's Acquisition Warrants and Appointments policy.
  • If selected, will have up to 12 months of the Entry of Duty (EOD) to obtain a Contracting Warrant (Unlimited) with signature authority IAW DCMA's Acquisition Warrants and Appointments policy.

QUALIFICATIONS: In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-02. Specialized experience is defined as:
  • Experience in Contractor Business Systems, Incurred Cost, and Cost Accounting Standards (CAS) for reviewing disclosure statements and cost for consistency.
  • Experience in developing, evaluating, recommending, and negotiating final overhead, forward pricing rate and preparing pre-negotiation memorandum;
  • Experience evaluating contractor cost projections and market trends, audit and technical reports
  • Experience providing technical guidance to team members regarding contract administration functions.
Education cannot be substituted for experience.

You will be evaluated on the basis of your level of competency in the following areas:
  • Contract Performance Management
  • Proposal Evaluation (Contracting by Negotiation)

BASIC EDUCATION REQUIREMENT (Contracting Series):

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

NOTE: You MUST submit a copy of your transcripts showing at least a Bachelor's Degree and date earned.

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.
