Summary

A successful candidate will serves as a Staff Accountant within the Office of the Chief Financial Officer, Financial Policy Team responsible for formulating and updating financial policy documents, including the Financial Management Handbook, Departmental directives, and regulations. The policy team develops, implements, maintains, and interprets Departmental accounting, budget, and financial policy including cost accounting, pricing of products and services.

Responsibilities

As a Staff Accountant, you will:
  • Serve as an accountant, providing advice and guidance covering a wide variety of financial policies and requirements based on discussions with senior team members, review, analyze, and interpret various financial documents and reports, and recommending solutions to major policy problems that impact financial operations.
  • Coordinates with senior team members to provide financial policy advice to policy stakeholders, explains complex rules and regulations a manner that is understandable to non-financial personnel, works with team members to consult with the staff of other Federal agencies to gather information and to assure that the application of Federal accounting and financial policies by the Department is consistent with the practices and interpretation throughout the government.
  • Interprets existing rules, regulations, and Doe policies to resolve issues and questions raised by the Department's management, integrated contractors, other Federal agencies, and representatives from the private sector who are affected by the Department policies and provides suggestions for solving identified issues; works with senior team members to recommend approaches to solving problems by giving consideration to the impact upon the offices which may be affected.
  • Performs research to support team member in developing options and recommendations for the Director, Office of Financial Policy and Audit Resolution on Department policies, procedures, letters, memoranda, etc.
  • Review federal accounting and financial policies to maintain current developments regarding assigned policy areas to cover specific accounting or financial management issues, including cash management, property, cost accounting, and administrative requirements identified by senior team members on the Departments financial policy.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-9: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service. Specialized experience is defined as: Assist in projects involving federal accounting and financial policies, supporting senior team members on specific aspects of major policy issues or works independently on policy issues that have a more limited impact or application; maintain current developments regarding assigned policy areas to cover specific accounting or financial management issues, assists staff of other federal agencies to gather information and to assure that the application of federal accounting and financial policies by the Department is consistent with practices and interpretation throughout the government.

OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or combination of education and experience.

GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience is defined as: Responsible for assigned projects involving federal accounting and financial policies, supporting senior team members on specific aspects of major policy issues or works independently on policy issues that have a more limited impact or application; maintain current developments regarding assigned policy areas to cover specific accounting or financial management issues, including cash management, property, cost accounting, and administrative control of funds; provides financial policy advice to financial policy stakeholders; coordinates with senior team members to provide financial policy advice to management officials; translate complex rules and regulations, communicate the final result in an understandable manner to non-personnel; consults with the staffs of other federal agencies to gather information and to assure that the application of federal accounting and financial policies by the Department is consistent with practices and interpretation throughout the government.

OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or combination of education and experience.

  • Skill in applying analytical and evaluative methods and techniques to assure managers that the application of Federal accounting and financial policies by the Department is consistent with the practices and interpretation throughout the government.
  • Knowledge and skills of Federal financial management requirements and procedures for budget formulation and execution and funds control.
  • Ability to gather and analyze information related to Federal financial management to plan and execute a variety of reviews and studies to solve accounting/financial problems.
  • Ability to develop and present complex ideas in a clear and concise manner in both oral and written communication.
  • Knowledge and skill to provide policy interpretation and direction regarding accounting systems and operations.

    Education

    A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR

    B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Education Requirements:
