The Tax Division enforces the nation's tax laws fully, fairly, and consistently, through both criminal and civil litigation, in order to promote voluntary compliance with the tax laws, maintain public confidence in the integrity of the tax system, and promote the sound development of the law.

As a Litigation Technology Case Manager GS-0301-12, you will serve as an automated litigation support and e-Discovery Specialist in a legal office. Your typical work assignments may include the following:
  • Manage the technology components of a case for the life of the matter; advise legal teams on e-discovery, including statutory limitations for receipt and collection of materials protected by the Stored Communication Act (SCA), Brady/Giglio disclosure requirements and the handling of sensitive Criminal materials such as Grand Jury (6E) or Taint information.
  • Identify, review and recommend changes in case practices to achieve organizational timeliness, effectiveness, and efficiency. Provide advice on e-discovery best practices, with demonstrated deep understanding of the Electronic Discovery Reference Model (EDRM).
  • Provide support in assessing taxpayers' automated records systems (electronic files, images, databases, discs, and other machine sensible data) used by large corporations, other large taxpayers, accounting firms, and law firms. Assist attorneys in developing advanced and/or Boolean search logic to request, collect, or cull Discovery materials.
  • Provide technical guidance of Federal Rules of Civil and Criminal Procedure.
  • Create and manage workflows for document reviews involving multiple attorneys, including the organization and protection of attorney work product and privilege (e.g., tagging, coding, foldering, redacting, etc.).
  • Attend local and out of town trials; operate, create and deliver electronic courtroom presentation using software such as Sanction or Trial Director.
  • Assist with developing and providing creative solutions for complex issues (e.g. capture of social media/web pages; acquiring and sending software and/or hardware to outside experts and defendants/plaintiffs).
  • Format electronic materials produced by taxpayers, taxpayers representatives, experts, witnesses, IRS personnel, government agencies, and others. Handle and produce Electronically Stored Information (ESI) and manage large scanning jobs.
  • Incorporate electronic materials into folders, files, or databases such as Relativity; import and export data and modify standard processes to encompass unusual documents.
  • Manage large case reviews greater than 2 million records.
  • Provide training for counsel, trial team members, support personnel and others in use of litigation support software and equipment.
  • Participate in conferences with taxpayers, representatives, and key employees at other federal and state agencies such as Internal Revenue Service or the court on issues relating to electronic discovery. Respond to questions that arise concerning electronic litigation support and taxpayer discovery or Freedom of Information Act (FOIA) request.
  • Establish procedures and safeguards to ensure the integrity of the process.

Qualifications

SPECIALIZED EXPERIENCE: To qualify for the GS-12 you MUST have at least one year of specialized experience in the Federal service or equivalent experience in the private sector at the GS-11 grade level which includes working in a law firm or other legal office providing automated litigation/e-discovery support to attorneys involved in civil and/or criminal litigation. Examples of specialized experience include: managing large and complex document reviews in Relativity or similar software; advising attorneys on appropriate workflow to best handle e-Discovery on a given matter, including best practices for the identification of relevant materials and the treatment of confidential, privileged and other sensitive information; formulating complex searches and generating illustrative reports using Early Case Assessment (ECA) and Native Review tools; assisting with trial preparation, and building electronic presentations for trial using software such as Sanction or Trial Director; preparing for and participating in Rule 26(f) conferences required under the Federal Rules of Civil Procedure (FRCP); and/or advising attorneys on statutory limitations for receipt and collection of materials under the Stored Communications Act (SCA).
