The incumbent performs a broad range of complex staffing, recruitment, and position classification assignments, to include various recruitment, placement, and merit promotion actions, advising supervisors and managers regarding recruiting and staffing services, employee/applicant counseling, position classification, and position management functions.

Responsibilities

The incumbent will:
  • Utilizes Merit Promotion and Delegated Examining regulations and guidance to ensure that all legal and regulatory requirements are met in the preparation of vacancy announcements, rating and ranking of candidates, preparation of Certificates of Eligible and making job offers.
  • Evaluates and classifies newly established positions using the appropriate classification standards.
  • Determines title, series and grade. Prepares position description cover sheet with appropriate information and codes, job analyses and crediting plans.
  • Conducts position reviews to ensure accuracy and classification validity, and to ensure overall classification consistency across the organization.
  • Sets pay for newly hired employees based on the requirements of the position and the candidate's qualifications.
  • Sets pay for internal promotions, change to lower grade actions, and conversions. Analyzes, interprets, and implements regulations, policies, and/or guidance concerning compensation and pay setting.
  • Prepares comments on proposed OPM regulations and standards and on draft personnel management directives, in response to specific requests

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-0201-11. For this position, candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-11 level in the Federal service, applying a wide range of staffing and placement concepts, principles, practices, laws, and regulations with an understanding of the interrelationships of personnel management functions and the organizational structure and functions sufficient to provide management advisory services and/or authoritative policy interpretations on Service-wide program issues.

  • Skill in applying a wide range of human resources principles and programs in the areas of staffing, recruitment and classification sufficient to effectively and efficiently complete assigned tasks.
  • Knowledge of a wide range of statutes and regulations governing federal human resources, specifically in assigned areas, sufficient to be recognized as a subject matter expert in these areas in order to advise management and employees at all levels and to ensure that the full range actions are processed completely and correctly.
  • Extensive analytical, problem solving, and assessment skills sufficient to develop and evaluate HR processes and procedures and to provide advice and assistance, flexible alternatives and recommendations to problem resolution.
  • Skill in written and oral communication sufficient to represent the Personnel Office and the SRC Division and present facts, concepts, recommendations, and/or conclusions in a clear, concise and logical manner in order to gain acceptance of proposals by senior staff and other operating officials.
