Summary

This position is a Training Specialist within the Federal Motor Carrier Safety Administration (FMCSA) National Training Center in Arlington, Virginia. You will be responsible for daily operational planning and execution of the comprehensive professional and leadership development programs for FMCSA.

Responsibilities

The Training Specialist:
  • Formulates and implements training plans for the FMCSA career development, professional development, and leadership/executive development programs (hereafter referred to as professional development program).
  • Monitors, reviews, and assesses training trends and program developments for new or modified requirements. Coordinates, plans, and executes formal and informal training support programs having a direct impact on the professional development of FMCSA employees.
  • Is responsible for overseeing all aspects of the professional development training program, including monitoring of training needs, development of mentoring and on-boarding programs, and scheduling of courses including providing input into the development of the agency training calendar. Reviews training programs, and when necessary, makes recommendations to ensure the efficient utilization of training resources for improvement of training standards.
  • Develops competency models for FMCSA job occupations needed to implement an agency-wide Talent Management program to serve as the foundation for a standardized, structured, and targeted approach to recruitment and selection, employee development, and succession planning.
  • Works closely with the Office of Human Resources to identify and outline competencies and training needs for professional development and leadership training for FMCSA employees.
  • Recommends and provides guidance to FMCSA management on training for employee career development.
  • Researches and recommends appropriate executive/leadership training courses and programs officials at other federal law enforcement agencies, state law enforcement agencies, local law enforcement agencies, colleges and universities, executives within the private sector, transportation safety groups/organizations, and national training organizations.

The ideal candidate would have experience in training management programs, principles and practices, and the ability to analyze and obtain information, define problems, identify relationships, evaluate quality, assess impact and develop recommendations to advise leadership on the impact of professional development training.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience designing, developing, managing, and leading a training program and related activities.
  • Experience with professional development, capacity building and succession planning programs and the ability to implement these programs agency wide.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
