The Department of Transportation (DOT) Office of Inspector General (OIG) provides independent, objective reviews of the efficiency and effectiveness of Department of Transportation programs and operations, and detects and prevents fraud, waste, and abuse, and criminal violations of laws affecting DOT. OIG fulfills statutory responsibilities and supports members of Congress, the Secretary, Department officials, and the public in achieving a safe, efficient, and effective transportation system.

Responsibilities

The Assistant Inspector General for Administration and Management (AIG-M) reports directly to the Deputy Inspector General and is a key figure in the top management team. The incumbent exercises executive direction over the administrative activities including procurement, administrative operations, human resources, facilities and asset management, information technology, and training and development. The AIG-M serves on the Senior Leaders Team and on the Executive Committee, functioning as part of the management team, in formulating and recommending policies and procedures and ensuring implementation. This includes assessing the needs of OIG by examining the organizational structure, the distribution of work load and functions, the operating procedures, and the Policy and Procedures Manual (PPM) chapters.

The AIG-M serves as liaison to the Department's Office of the Assistant Secretary for Administration and attends meetings with Associate Administrators for Administration from the Operating Administrations. Information received is often used to formulate OIG policies while maintaining OIG independence. The AIG-M coordinates the OIG Awards Program including policy, award nominations and determinations, ceremony order and logistics, reception coordination, and liaison with Senior Leaders.

NOTE: Persons newly appointed to an SES position will be required to serve a one-year probationary period.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQ): The incumbent must possess the following technical qualifications.

TQ 1: Demonstrated executive-level experience leading and managing the following mission support areas: human resources, acquisition and procurement, information technology, asset and facilities management, and training and development.

TQ 2: Demonstrated executive-level experience organizing work in functional areas with different needs/requirements and communicating throughout the supervisory chain.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the ECQs that must be clearly described in your resume.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 5 - BUILDING COALITIONS/COMMUNICATIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organization, foreign governments, or international organizations to achieve common goals. Influencing/Negotiating, oral Communication, Partnering, and Political Savvy.

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

Background Investigation: This position requires a Top Secret security clearance and is designated as critical-sensitive, requiring that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278e), within 30 days after his/her appointment, and then annually thereafter.

An SES Executive Resources Board will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check.

If selected, you must be certified by an OPM Qualifications Review Board (QRB) before you can be appointed to the position, unless you are a current career SES member, a former career SES member with reinstatement eligibility, or an SES Candidate Development Program graduate already certified by OPM.
