Responsibilities

- The incumbent serves as the Production IT Systems Operations Director within the Division of Operations, Office of Operations (OPS).

- Provides leadership, overall direction, and guidance to staff in the Office of Operations (OPS) Office of the Chief Information Officer (OCIO).

- Oversees hardware and software asset management, call center/service desk and desk-side support operations, printing services, email operations, operational support for voice and data services, Data Center operations, and oversight of the change management process for the entire production environment.

- Responsible for information systems operations and security activities by ensuring confidentiality, integrity and availability of systems for the OCIO/OPS production-operating environment.

- Provides overall direction and leadership for ensuring all operational security needs are identified; security requirements are complied with; breaches are monitored; and, resolutions are coordinated.

- Attends meetings and conferences to provide advice on system operations, customer support, and information security capabilities and limitations.

- Participates in the development of the OCIO/OPS and HHS IT budget, identifying and recommending budget needs for the Office of Operations.

- Provides overall leadership and direction for staff; plans and coordinates development of work assignments, special projects and priorities; approves leave, evaluates performance, and provides advice and counsel.

Qualifications

Selective Factor:

Applicant must have experience overseeing large scale production IT operations services to include data center operations, organizational email, and voice/data services and directing a comprehensive configuration management and change control program for a large production IT environment within the last 5 years. The experience must be documented in the resume.

Minimum Qualification Requirements:


Have IT-related experience demonstrating each of the four competencies which are as follows:

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations:

Have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service 1) Directing a 24-hour support services program comprised of a customer call center, a remote service desk, and desk side/in-person support services; and 2) Overseeing the policy and program implementation of systemic cyber security requirements i.e.( Federal Information Security Management Act and threat detection and response for production information technology (IT) operations.
