Responsibilities

  • Develop and prepare prospectus documents in coordination with other park/unit staff, region/WASO personnel, contractors, and legal advisors.
  • Prepare contract Risk Management and Environmental Management Program requirements.
  • Review and evaluate required reports, programs, documents, and other data to confirm compliance with the terms and conditions of the contract.
  • Plan, schedule, and conduct evaluation visits of facilities and commercial services operations; schedule and conduct follow-up evaluations.
  • Collect, monitor, and report contractual, operational, and safety performance data of concessionaires.
  • Consolidate and analyze information and data needed to evaluate concessionaire contract and operational performance.
  • Provide advice and assistance to park/unit managers and staff regarding commercial services.
  • Research and respond to inquiries from stakeholders (e.g., corporate, media, current and prospective commercial service providers, the public).
  • Review and analyze information related to concessionaire operations, including operation costs and revenues, staffing levels, size of operation, and fulfillment of contractual financial obligations.
  • Conduct rate studies and the required analysis to recommend appropriate rates for commercial services.
  • Review annual maintenance plans and compare against forecasted maintenance requirements and work completed.
  • Monitor and reconcile repair and maintenance reserve fund, including concessionaire monthly deposits and expenditure receipts.

Duties will be developmental in nature when filled below the full performance level.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

All qualifications must be met by the closing date of this announcement-11/22/2019-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

To qualify for this position, you must possess at least one or all of the following minimum qualifications by close of the announcement:
GS-09
EXPERIENCE: One year of specialized experience equivalent to the GS-07 level in the federal service. Specialized experience is: reviewing regulations and policies and applying them to limited and routine administrative work assignments; or assisting in analyzing and recommending solutions to work process problems or issues, assisting in researching and analyzing established or simple program issues; acting as liaison with individuals and groups both inside and outside an organization regarding routine program matters.

EDUCATION: Two full years of graduate level study leading to a master's degree, or master's or equivalent graduate degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include; business administration, economics, accounting, governmental budgeting, and public administration.

COMBINATION EDUCATION/EXPERIENCE: An equivalent combination of education and experience. For example, six months of the specialized experience (50 percent of the experience requirement), and 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the education requirement).

GS-11
EXPERIENCE:
One year of specialized experience at least equivalent to the GS-09 level in the Federal service. Specialized experience is: applying relevant laws, regulations, policies, procedures, and contract provisions to monitor commercial service operations; prepare and develop prospectus documents; monitor and confirm compliance with terms and conditions of a contract; conduct evaluations of concessionaires; data collection and analysis; negotiation and asset management.

EDUCATION: Possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to: business administration, economics, accounting, finance, and/or public administration.

COMBINATION EDUCATION/EXPERIENCE: An equivalent combination of such education and experience. For example, six months of specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required.

Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
