CHENEGAWORLDWIDE SUPPORT Company Job Title: Construction Manager Clearance: Interim Secret Location: Pax River, MD Reports To: Program Manager FLSA Status: Exempt, Full Time, Regular Summary: Asa ConstructionManager,you will provide support for the Naval Facilities Engineering Command (NAVFAC).Chenega Worldwide Support (CWS) was recently awarded a five-year contract towork in various locations in the DC area. NAVFAC is looking for a seasoned Construction Manager to providesupport in the US government. This opportunity holds a great work/life balanceon a 40-hour workweek. Duties andResponsibilities: Assistin coordinating mandatory post-award contract meetings such as post-awardkickoff meetings (as applicable), preconstruction conferences, (informal orformal) partnering meetings, schedule acceptance meeting, design reviewmeetings (as applicable), coordination and mutual understanding meeting, LEEDcoordination meetings (as applicable), facility turnover planning meetings andfinal inspectionsCoordinatereview and approval of technical "Government-approved " submittalssuch as shop drawings, product data, samples, design data, manufacturer'sinstructions, test plans/reports, certificates, and O&M data in a timelymannerAssistand recommend acceptance/rejection of contractor administrative submittals suchas schedules (both bar charts and networks), environmental protection plan,design and construction quality control plan, health and safety plan, accidentprevention planRoutinelyvisit construction sites to monitor progress and soliciting daily input fromthe Engineering Technician/Quality Assurance (ET/QA) representatives and CQCreportsAssistin monitoring available project budget and time constraints, including relevantcost and schedule growth metrics, and initiating appropriate planning andcorrective action as necessary to ensure funding thresholds and impacts tooperational needs are not exceeded. Incumbent must possess a keen understandingof schedules utilizing network analysis and the potential impact ofmodifications to the critical pathAssistin managing the contractor Requests for Information (RFIs) and ensuring timelyresponsesFordesign-build projects, ensure effective communication and coordination betweenthe project manager, design manager, contract specialist, contractor, projecttechnical team, client, and others as appropriate. The post-awardresponsibility to drive the design-build project including design acceptancelies primarily with the CMAttendQC meetings including preparatory meetings involving critical work activities. Takenecessary action to assure contractor's quality control program is provided inaccordance with the contract requirements and that three phases of qualitycontrol are being utilizedBasedon technical knowledge and coordination with designer and contractor, proposeto the Contracting Officer technical solutions to design issues/unforeseenconditions encountered during construction.Provideproject status updates to senior personnel within the field office or SupportedCommandAssistthe IPT PM in management of Post Construction Award Services (PCAS)Assistin coordinating delivery, acceptance, inspection, and installation ofGovernment-furnished equipmentAssistin coordinating the installation of collateral equipment and connection ofphone, data, other communication systems, and utility serviceAssistin preparing property record inventory documents, DD 1354 Transfer andAcceptance of Military Real Property, in accordance with the customer'sBusiness Management System (BMS) and coordination with IPT Project Managers andInstallation Real Property Accountable Officer (RPAO)Assistin identifying the need for a modification to scope, cost, and/or schedulebased on collaboration with supported Command, designer and/or other entitiesAssistin the issuance of the contractor request for proposalAssistin ensuring funds are reserved for the modificationPrepareindependent government estimates (IGEs) when neededAssistin preparing or coordinating the preparation of sketches and drawings insupport of negotiations and issuance of the modificationAfternegotiation, assist in preparing the final documentation and wording for themodification including justification for cost and time involved in support ofthe Contracting OfficerForboth design-bid-build and design-build projects, review pre-final contractdrawings and specifications (including technical RFPs) with respect toconstructability and compatibility with actual field conditionsAssistin providing technical support for claims/disputes/terminations processing,negotiation, and resolutionOtherduties as assigned MinimumQualifications: (Toperform this job successfully, an individual must be able to perform eachessential duty satisfactorily.) Bachelor's degree required,preferred in engineering or architecture10 years' experience as aConstruction Manager Knowledgeand experience with applicable Codes and Industry StandardsContractor employees performingservices under this Task Order must meet the following requirements and havethe following licenses and/or certifications for each respective position:Extensivetechnical and practical knowledge, and experience as a Construction ManagerRegistrationas a professional engineer or architect in a US state or US territory isdesiredInterim Secret clearance required,Secret preferred Knowledge, Skillsand Abilities: Thoroughknowledge of construction practices and methods as well as constructionmanagementAbilityto review technical engineering specifications and statements of work coveringcomplex and diverse engineering designs or changesIn-depthknowledge of the various types of construction contracts, project deliverymethods, and regulations governing Federal contract administrationAbleand willing to traverse on construction job sites (approximately 20% of thetime)Ableto communicate (both orally and in writing) effectively to all leadershiplevelsKnowledgeof EM 385-1-1, US Army Corps of Engineers (USACE), Safety and HealthRequirements ManualAbilityto prepare cost estimates and assist in negotiations of change orders whenrequestedKnowledgeof computer operations and software applications such as MS Office (Word,Excel, Access, and PowerPoint), Primavera P6 Physical Demands:(The physical demands describedhere are representative of those that must be met by an employee tosuccessfully perform the essential functions of this job.
