Brillient is seeking an experienced Systems Architect Subject Matter Expert to join our team supporting a federal contract in Washington, DC. This position requires US Citizenship or a Green Card holder and the ability to obtain and maintain a Government public trust level security clearance. Candidates must have lived in the United States for at least three out of the past five years prior to your application date. You will also meet the residency qualifications if you lived abroad while on government or military duty or if you were a dependent of a federal employee of military member. The Subject Matter Expert (SME) shall provide services to include technology architecture planning, design, interaction for systems and interactions between systems within an enterprise data management framework. The SME will support different projects in coordinating and leading the process to implement business and technical architecture solutions. The SME is expected to consult with stakeholders, vendors, and subject matter experts to identify and plan for the implementation of Office of Technology and Data Services (TDS) technical architecture for all projects. The SME shall follow an established TDS communications strategy as a part of each DT project in conjunction with TPLC and MORM transformative organizational work efforts. The SME will serve as technical lead for all phases of the product development cycle, including requirements analysis, conceptual design, project estimation, detailed design, software construction, and deployment. The SME will facilitate and lead the core development process and ensure integration with existing and selected add-on technologies. Leveraging existing solutions and frameworks where possible and extending where necessary. SME will be the expert on systems architecture and advisor to TDS management on the evaluation of the effectiveness of programs and operations, and the productivity and efficiency of those programs. The SME shall collaborate with subject matter experts to assist in architecture, process improvements, primarily on architecture, design and analysis in the areas of organization, planning and information technology. The SME shall understand both business and information technology to facilitate coordination and translation between the technical and business team while assisting in the development of the system architecture for Digital Transformation (DT). Duties and Responsibilities: The Systems Architect SME will execute the following tasks: Design a cloud and on-premise environment by analyzing and translating business and technical requirements into a strategic architectural blueprint that outlines solutions. Be responsible for designing end to end cloud and on-premise architectures, defining migration strategies, building scalable and resilient architectures, new products selection and implementation, systems integrations, the transition to operations for Level1/Level 2 support and escalations. Design and manage the complex engineering and integration of the application, security, and infrastructure architecture that includes cloud and on-premise components. Ensure continued alignment of Key Business Drivers to Technical Solution. Bridge the gap between business problems and technology solutions by identifying the best technical solution to solve the existing business problems. Analyze all non-functional requirements and ensure that planned development activities and proposed software will satisfy requirements. Act as a consultant and subject matter expert for Program Managers, Software Engineering teams, and Data analysts to help plan, design, and guide project efforts as well as support problem resolution. Support project management activities to ensure resources, risk recognition, and planning are aligned with the identified technical solution objectives. Define the technical architecture; perform high-level and mid-level designs and prototyping of new ideas/designs. Write required technical documents (Design documents, API specs, etc.). Develop conceptual, logical and physical application process and architecture, working closely with other Architects as needed. Maintain operational, architectural and design documentation including procedures, task lists, and architecture blueprints. Planning and design of application frameworks that will enable solutions to share technology platforms, common technical architectures, and align with enterprise business solutions. Continuously evaluate and recommend improvements to existing enterprise architectures and technical frameworks. Ensure assigned projects are conducted in compliance with Agency standards and regulations (Capital Planning and Investment Control CPIC, Enterprise Performance Life Cycle EPLC, etc.) Develop and maintain risk register for proposed architectures to enable stakeholder action EDUCATION REQUIREMENT: Bachelor's degree EXPERIENCE REQUIREMENT: 20 years of specialized experience in operations or management relevant to the applicable task. Excellent communication skills (verbal and written) and a demonstrated proficiency in Microsoft Windows/Office. Familiar with a variety of the field's concepts, practices, and procedures. Proven experience in architecting and moving large systems to the cloud (AWS or Azure);
