Job Details

Southern Maryland Electric Coop (SMECO) has an immediate opening for a Programmer/Analyst.  The primary role of the analyst will be in support of our customer information system which is used for all meter to cash functions - billing, meter reading, cash flow, work orders, etc.  The system currently used by SMECO is Oracle's Customer Care and Billing (CC&B). We are seeking a candidate that will thrive in being the primary technical analyst for the CC&B application.  Middleware/WebLogic management (application and web server) experience a plus. Starting Salary is $70,700.  SMECO offers an excellent benefits program including a 401k 6% dollar for dollar match and additional 3% non-elective company contribution.

RESPONSIBILITIES:

  • Evaluates new or enhanced computer programs and software applications to determine feasibility, cost, time and staffing/equipment resource requirements and end-user deliverables.  Recommends solutions to maintain and enhance service.  Participates in the budget review process.
  • Under moderate supervision, conducts program management (e.g. analyses to meet user IT needs) and/or programming (e.g. coding, modifying, testing and upgrading programs and applications as well as running data queries) to support business operations and provide requested information to SMECO departments for all IT related systems.  Develops project work plans; conducts performance analysis and documentation; coordinates with IT department technical team members to ensure the network supports new/modified programs.  Tracks projects and reports progress, managing to the project budget nd timetable.
  • Works with the IT contractors, application representatives and other organizations, troubleshoot and resolve moderately complex daily application issues for the Cooperative's programs.  May assist with facilitating and/or participating in groups to determine user requirements.
  • Assists with more complex IT Help Desk operations under moderate supervision.
  • Develops and coordinates end user training and user manuals for new applications or program enhancements to ensure proper use.  Obtains and conducts cross training on various applications.
  • Assists with development, maintenance and implementation of risk management procedures, including adherence to software licensing requirements, incident reporting and monitoring user compliance to safeguard employee/customer information and system integrity as outlined in the Information Security Program.
  • Stays well informed on new developments in system design, programming and computer capabilities to promote continued education and ensure that the latest procedures are utilized.
  • Performs other such duties as assigned and completes training necessary to maintain and enhance job performance.
