This position will provide technical and financial advice on all Safeguards & Security (S&S) matters under the purview of the Office of Nuclear Materials Production, Management and Protection, and assist technical experts on S&S activities at other Nuclear Energy (NE) locations, as appropriate.

Responsibilities

As a Security Specialist, you will:
  • Review and analyze the Idaho Sitewide Safeguards & Security (S&S) program performance, reflected in such materials as site-wide reviews, facility-specific evaluations, and vulnerability assessments, and compares activities with established requirements and expectations. Identify problems or inconsistencies with facilities' data, i.e., incomplete, inaccurate, and/or reported program accomplishments, develop evaluations of program implementation, and prepare recommendations on program improvement actions.
  • Participate as a member of ad hoc multidisciplinary teams in conducting formal comprehensive oversight reviews of selected program/projects to address current S&S status; identifies indicators of progress and/or shortfalls in meeting long-term performance goals; and documents findings and/or develops analysis of findings in order to make recommendations for further action. Also participate in an authoritative capacity on multi-program teams to develop and review DOE S&S policy.
  • Conduct independent analysis, perform research, and provide recommendations on a wide range of S&S issues and initiatives, both immediate and long-term, associated with development of DOE and program policies and guidance.
  • Formulate the Idaho Sitewide S&S program budget, i.e., physical and cyber security activities within the overall Nuclear Energy S&S budget; analyze and identify requirements, and develop justifications for funding increases or decreases; and prepare commensurate program guidance memoranda to ensure that field execution of work is in accordance with approved budgets.

OTHER REQUIREMENTS:
  • This position is included in the Department of Energy's Technical Qualification Program (TQP). The selectee will be required to meet core, position, and site specific technical qualification standards within a reasonable period of time (typically from 12 to 18 months) from the date of placement in the position.
  • Appointment is contingent upon initial and continued compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • This position is not in the bargaining unit.
  • Eligible candidates for this position must be able to obtain and maintain an Q security clearance.
  • Telework may be available as determined by agency policy.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

Applicants may qualify at the GS-09 and GS-11 levels of this position based soley on education, one year specialized experience, or a combination of education and specialized experience.

Specialized experience for this position is defined as:

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-07) requiring application of the knowledge, skills, and abilities of the positions being filled. Specialized Experience is defined as:

GS-9: Experience assisting with conducting physical security inspections, reviewing unclassified reports, articles, and other documents for sensitive information prior to release to the general public, and assisting contractors to ensure security programs are in place in accordance with (IAW) approved security plans, laws, and federal guidance.

OR

Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities as described below.

OR

Through a combination of education and experience.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-09) requiring application of the knowledge, skills, and abilities of the positions being filled. Specialized Experience is defined as:

GS-11: Experience providing input for policies, guidance, and oversight for physical security programs; conducting security inspections; ensuring all classified material is reviewed, downgraded, and destroyed IAW appropriate guidance.
OR

B. Have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities as described below.

OR

Through a combination of education and experience.

One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-11) requiring application of the knowledge, skills, and abilities of the positions being filled. Specialized Experience is defined as:

GS-12: Experience developing policies, guidance, and oversight for physical security programs; conducting physical security inspections; ensuring all classified material is reviewed, downgraded, and destroyed IAW appropriate guidance; conducting OPSEC training and briefings to employees, contractors, management, and other appropriate personnel; writing operations security plans; and developing program project plans.

No substitution of education for experience at the GS-12 level.

  • Knowledge of a broad range of security program relationships, or significant expertise and depth in one of the specialized areas of security
  • Knowledge of Classification Management to interpret classification guidance and application of appropriate classification markings of working and finished documents, media, automated systems, and meetings.
  • Knowledge of a wide variety of security concepts, principles, and practices to review independently, analyze, and resolve difficult and complex security problems
  • Skill in professional personal interaction with all levels of management, staff, and contractors
  • Ability to prepare comprehensive operations security plans that ensure the reliability of safeguards and security systems and programs
