Responsibilities

One or more positions may be filled.

At the entry level of this position you will:
  • Assist higher-graded IT Specialists with design and development of efficient and effective applications through optimal use of reusable components.
  • Provide maintenance for existing software systems.
  • Monitor information security/information assurance policies, principles, and practices to application software services.
  • Coordinate activities with program staff in order to meet program needs and maintain compliance with industry and agency standards for software applications.
  • Assist in the definition of projects or delivery/task orders in relation to the design, development and deployment of IT systems.

  • When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

    You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

    This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

    Qualifications

    You must have either a bachelor's degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks;

    OR

    IT-related experience demonstrating each of the four competencies listed here:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

    We are looking for at least one year of specialized experience related to this position as described below:

    To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as assisting higher graded specialists to collect customer requirements and demonstrating understanding of those requirements through written communications and visual aids and assisting higher graded specialists with research and evaluation of new application development methodologies and frameworks. - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position.

    Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
    • Knowledge of software and equipment characteristics.
    • Skill in written communication.
    • Ability to maintain application software.
    • Knowledge of software security policies and/or standards.
    • Skill in oral communication.
