Summary

This position is part of the Overseas Private Investment Corporation (OPIC), Department of Management and Administration (DMA), Office of Facilities and Administrative Services (FAS). The incumbent is responsible for organizing, managing, and directing FAS. As Managing Director, the incumbent oversees all FAS program areas, establishes and manages the operating budget, performs special tasks and studies related to FAS programs, and supervises the work of employees and contract personnel.

Responsibilities

  • Supervises staff responsible for space management, facility renovation and alteration, office moves, conference room setups, audio/visual equipment, and special building services.
  • Manages and participates in planning sessions related to negotiation of lease agreements and management of facilities.
  • Supervises staff responsible for administering the agency's travel program and monitors program operations.
  • Oversees the development of policies and procedures for domestic and international travel and implementation of new travel related products and services (such as travel cards, etc.).
  • Oversees the agency's inventory control program, mail room, and administrative and supply services, to include visa processing, parking, office supplies, courier services and motor pool services.
  • Serves as principal advisor to senior management on a variety of administrative matters, keeping leadership informed of changes in regulations and the impact of such changes on the agency.
  • Develops internal policies and procedures to assure coordinated, timely action in assigned administrative areas.
  • Researches and provides financial recommendations on budget issues. Prepares special requests for additional monetary, personnel and other resources necessary to effectively operate the unit.
  • Assigns work and establishes schedules and deadlines; approves leave schedules; hears and resolves employee complaints; monitors and evaluates performance; and selects or recommends candidates for vacancies, promotions, details, and reassignment.

Qualifications

Note: In accordance with the Better Utilization of Investments Leading to Development (BUILD) Act, OPIC will transition to the U.S. International Development Finance Corporation (DFC) in the near future. The Agency Name and Organizational Titles will change at that time.

For the GS-15: Applicants must possess one year of specialized experience equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of the position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of the position. More specifically, this requirement involves experience leading, overseeing and administering, through technical subordinate staff, a facilities and/or space management program or administrative services program that includes inventory control, mail room operation, travel, supply management, courier services, and/or motor pool services.

Only experience obtained within 30 days of the closing date of this announcement will be considered.

The incumbent will be expected to obtain and maintain an appropriate FAC-COR level certification.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

Education does not substitute for specialized experience at the GS-15 grade level.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
