Summary

This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans (PLCY), Cyber, Infrastructure and Resilience (CIR), Washington, D.C.

This position will be open for 10 calendar days OR until the first 200 applications have been received, whichever happens first.

Responsibilities

  • Develop and implement national-level cyber, infrastructure, and resilience policy, including the analysis of potential impacts of policy options and provisions of concise recommendations to leadership on complex policy issues.
  • Plan, schedule, and carry out major projects concerned with the analysis of cyber, technology, infrastructure, and resilience policy gaps across organizational components.
  • Conduct analysis of cyber, technology, resilience, and infrastructure related topics to identify policy gaps and recommend solutions at the national level and across organizational components.
  • Oversee the development of long-range strategies, priorities, planning documents, operational guidance, and program assessments of related DHS activities.
  • Review, research, and provide input on new/proposed legislation, regulation, or other relevant source materials to develop policy options and/or coordinate activities with other stakeholders to implement actions across an organization?s enterprise.
  • Represent DHS policy positions to various internal/external stakeholders, such as foreign, state/local governments, the private sector, and academia through clear and concise written/oral analysis, recommendations, and evaluations.

Qualifications

Minimum Qualifications, GS-13:

You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties:

1) Supporting the development and implementation of cybersecurity, technology, and infrastructure policies and/or other related legislative and policy initiatives;
2) Using qualitative/quantitative methods to assess and support work that assist in determining improvements to cyber, infrastructure and resilience policy programs;
3) Assisting with identifying, evaluating, and recommending implementation of policies;
4) Researching cyber, infrastructure and resilience strategic goals and key program events/milestones to evaluate program accomplishments; and
5) Communicating orally and in writing to prepare complex reports, directives, position papers, policies, and to solicit/present information.

Minimum Qualifications, GS-14:

You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level performing the following duties:

1) Developing and implementing workable cybersecurity, technology, resilience, and infrastructure policies and/or other related legislative and policy initiatives across an organizational enterprise;
2) Using qualitative/quantitative methods to assess and improve cyber, technology, infrastructure and resilience policy programs;
3) Identifying, evaluating, and recommending implementation and/or changes to policies; 4) Determining cyber, technology, infrastructure and resilience strategic goals and key program events/milestones to evaluate program accomplishments or alternative approaches to achieve objectives; and
5) Communicating orally and in writing to prepare complex reports, directives, position papers, policies, and to solicit/present information.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
