Summary

The Deputy Chief Information Officer (DCIO), Account Manager for Benefits is a full-time position that reports to the DCIO for Account Management, Office of Information and Technology.

This position provides strategic leadership in managing IT project prioritization, portfolio balancing, and resource allocation to maximize value to assigned customer accounts and the optimization of resources and investment vital to VA's mission accomplishment.

Responsibilities

The Deputy Chief Info Officer, Account Manager for Benefits is the accountable executive and proponent for application and infrastructure technology programs supporting his/her assigned components. The responsibilities include, but are not limited to:
  • Assess high-level OIT and VBA agency priority goals, plans and expectations and turning those into realistic plans for execution in out years.
  • The Account Manager provides leadership and direction for the management of Senior Level Customer Relationship Managers for the Department of Veterans Affairs.
  • Assesses overall effectiveness, efficiency and productivity of the Account Manager for Benefits organization component, leading and directing the work of the Customer Engagement Managers to develop and institutionalize VBA governance processes using standardized approaches and tools, and develops and reports metrics related to the high level milestones.
  • The Account Manager provides in-depth knowledge for the development, design, and implementation of technology solutions to enhance quality performance to assigned business partners, providing product and resource management and service delivery to shape achievable solutions to evolving business demands.
  • Manages the prioritization process for the IT project portfolio, identifies potential areas where existing policies, procedures and tools change and where new ones need to be developed.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated substantial experience managing IT project prioritization, portfolio balancing, and resource allocation in a benefits delivery organization ensuring compliance with policies and procedures where exist and developing and implementing new policies where needed.

TQ2: Demonstrated experience working with non-technical senior executives outside of the Information Technology organization, keeping them informed on critical matters associated with either IT development or IT operational sustainment, demonstrating superior communications and customer relationship management abilities to promote understanding of IT issues and to help the business partner understand the implications of the IT issue on the business

Non-Competitive Consideration: You are considered a non-competitive applicant if you are a current career Senior Executive, graduate of a Senior Executive Service (SES) Candidate Development Program (CDP) or an individual with SES reinstatement eligibility and your ECQs have been certified by the OPM QRB. You may be considered non-competitively for appointment to this position if you meet the mandatory technical qualifications requirements.

Non-competitive applicants do not need to submit ECQ narratives but you must clearly state your status in your resume and submit a written narrative response to the Technical Qualification (s); not more than 2 pages per each TQ with a font size no smaller than 12 points. Proof of non-competitive eligibility is required. The agency has the option of considering you non-competitively or including you in the competitive process.
