Position Summary

The Director, Office of Policy, Strategic Planning and Regulations has responsibility for providing national executive leadership for the development of policies concerning the establishment, monitoring and reporting of Agency performance measures, strategic planning, and regulatory development and analysis processes and procedures in support of the Agency's mission, goals and objectives.

Responsibilities

The candidate also participates as a key member of the Agency's leadership team in establishing broad safety policies, program priorities, and overall resource allocations. The executive in this position provides direction over programs carried out by the Strategic Planning and Program Evaluation Division, the Regulatory Development, and Regulatory Evaluation and Analysis Division with a combined 20 FTE.

Exercises executive direction over programs carried out by the Strategic Planning and Program Evaluation Division, the Regulatory Development, and Regulatory Evaluation and Analysis Division. The Director provides executive leadership and guidance for GS-15 Division Chiefs managing these divisions based on the policies and overall objectives established by the FMCSA Administrator and the Associate Administrator for Policy. The Director monitors the divisions' progress towards achieving the goals and periodically evaluates the divisions and makes appropriate adjustments if results are not satisfactory. These divisions or organizations are responsible for:

• Developing, in coordination with program offices throughout the Agency and the Office of the Secretary, performance measures for use in preparing the Agency's annual budget submission and organizational assessment, and the subsequent monitoring and reporting on Agency's performance.

• Developing, in coordination with program offices throughout the Agency and the Office of the Secretary, policy positions for responses to the Department's Office of the Inspector General (OIG), Government Accountability Office (GAO), and National Transportation Safety Board (NTSB).

• Providing Agency-wide leadership for regulatory development activities and directing staff responsible for leading cross-Agency rule-making teams addressing issues concerning motor carrier safety, operating authority, hazardous materials transportation, and the movement of household goods.

• Establishing and maintaining effective Agency policies and procedures concerning the rule-making process.

• Developing regulatory impact analyses to identify the estimated safety impact and costs of regulatory proposals.

• Establishing and maintaining an effective web-based Accomplishments Tracking System (ATS) to document all recommendations from oversight organizations (OIG, GAO, NTSB), and requirements from Congressional authorization and appropriation committees for the purpose of ensuring that the Agency's executives have in place action plans for addressing the recommendations and commitments and that progress is being made in completing the actions.

• Conducting program evaluations and regulatory effectiveness studies to determine whether key Agency programs are accomplishing the desired outcomes and whether the regulations are bringing about the desired safety outcomes.

The candidate also serves as an executive-level technical and policy advisor to the Associate Administrator for Policy, the Assistant Administrator and Chief Safety Officer, and other Agency and Departmental officials on trends and developments concerning liaison with the OIG, GAO, and NTSB, and Federal policies and guidance concerning performance measurement.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume (must not exceed 5 pages) evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below is the description of the technical qualifications that must be clearly evident in your resume (must not exceed 5 pages).

1. Demonstrated experience with the Federal rule-making process (including statutes such as the Administrative Procedure Act, and relevant Executive Orders), and the Office of Management and Budget guidance concerning rule-makings and regulatory analyses.

2. Demonstrated experience with the principles and practices of program reviews and regulatory effectiveness studies for federal programs and regulations, including Section 610 reviews as required by the Regulatory Flexibility Act.

3. Demonstrated experience directing staff responsible for responding to, or coordinating responses to, Government Accountability Office (GAO), National Transportation Safety Board(NTSB), and Office of the Inspector General (IG) Investigators and auditors, and final recommendations from one or more of these oversight agencies.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check. If you are contacted for a second-round interview, you may be asked to submit a written narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
