The primary purpose of this position is to serve as DoD Defense Industrial Base Collaborative Information Sharing Environment (DCISE) Senior Cybersecurity Specialist at the DoD Cyber Crime Center (DC3).

Responsibilities

  • Serves a senior cybersecurity specialist identifying vulnerabilities in information systems, conducting architectural based assessments, cyber resiliency assessments, other technical assessments, and cyber adversarial techniques.
  • Provides advice on all areas of technical assessments and auditing.
  • Provides administrative direction with assignments in terms of broadly defined missions.
  • Provides judgment, initiative, and resourcefulness in establishing methods to modify, adapt, and/or refine broader guidelines to resolve specific complex and/or intricate issues and problems to treat specific issues or problems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of theories, IT principles, concepts, methods, advancements, policies, design, development, testing and applications to test the functionality of security controls and optimize recommendations for deployment of system operations; conducting scanning and security assessments utilizing testing tools to analyze potential threats and recommend solutions to security controls; evaluating, providing guidance, and recommending adoption of new or enhanced security controls and processes; and applying knowledge of enterprise cyber security architecture to assess the organizations IT requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of theories and principles of management, organizational principles and practices, information systems management and certification and accreditation systems testing and evaluation.
2. Knowledge of system testing and evaluation principles, methods, and tools in order to test the functionality of security controls and optimize recommendations for deployment of such controls as well as system operations.
3. Skill in scanning and assessment of the network including: network mapping, vulnerability scanning, vulnerability assessment, and penetration testing.
4. Knowledge of security best practices, security solutions, and methodologies for conducting advanced security assessments, to include manual assessments and malicious user testing; knowledge of enterprise cyber security architecture and their data collection points, as it relates to incident response and investigations. Including technology such as Network Infrastructure, Network Security Devices, Network Vulnerability Scanning, vulnerability patching, DNS, Physical Security, HBSS, Cross Domain Solutions (CDS), Releasable Networks, and Wireless Technologies.
5. Knowledge of new and emerging technologies and trends in the security industry in order to evaluate, provide guidance and recommend adoption of new or enhanced security controls and processes related to network security architecture, including the application of Defense-in-Depth principles.
6. Skilled in written communication for the purpose of understanding and discussing highly complex technical and possibly sensitive issues and statements prepared for senior military, government, and private sector management officials. Ability to give oral briefings, chair meetings, leads task teams and prepares reports for the General Officer/SES level.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
