Summary

This is a bargaining unit position.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Government Contract Business Development - HQ, Office of Program and Resource Management in Washington, DC. You will perform work that includes but is not limited to planning, developing, evaluating and administering the Women-Owned/Economically Disadvantaged Women-Owned Small Business Contracting Program.

Responsibilities

  • Conduct program reviews and evaluations to ensure that self certifying small business concerns and those approved by third party certifiers are in compliance with the applicable Women-Owned Small Business/Economically-Disadvantaged Women-Owned Small Business (WOSB/EDWOSB) program eligibility requirements.
  • Review, evaluate, and assess eligibility determinations for accuracy and compliance with (WOSB/EDWOSB) program statutes and regulations.
  • Receive, coordinate, review, evaluate and determine timeliness, specificity and eligibility for (WOSB/EDWOSB) protests initiated by interested parties.
  • Plan, develop and implement necessary program training for (WOSB/EDWOSB) procurement personnel, Small and Disadvantaged Business Utilization (SADBU) staff, Procurement Technical Assistance Center (PTAC) personnel and other interested parties.
  • Identify, evaluate and analyze data when monitoring and assessing the effectiveness of the Program in general.
  • Review and interpret regulations, policies and procedures to ascertain critical issues or problems associated with the repository database and functions of the program to identify required improvements.

Qualifications

GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates the ability to work independently performing all of the following:
  • applying knowledge of federal laws, regulations, policies, and procedures which support analysis of program eligibility;
  • training, educating or examining businesses interested in competing for federal contracts or subcontracts (e.g. Supplier Training, Supplier Development);
  • interpreting statutory or regulatory requirements to determine applicability and reach conclusions that a business is eligible to compete for federal related contracts. (e.g. Assessment of Business Status, capability or certification);
  • promoting an organization's programs and services through outreach and marketing; (e.g. Market Research, Supplier Selection, Networking Sessions).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
