Summary

This position is located in Human Resources, in the Workforce and Inclusion Division in Washington DC. This office is responsible for performing transactional human resources work including position classification, preparation and distribution of employees notice, length-of-service awards, personnel actions/payroll data and processing benefits managements.

Responsibilities

The major duties of the Administrative Officer include, but are not limited to the following:
  • Providing leadership and administrative oversight.
  • Setting priorities and ensures work product completion based on required/set standards and set priorities.
  • Administering time and attendance records into the automated system.
  • Preparing travel authorizations and travel vouchers.
  • Assisting managers in writing capability statements, briefing papers, and responding to Congressional inquiries on a variety of operational and budgetary issues.
  • Developing and implementing programs to lead directorates administrative processes and priorities.
  • Reviews current year spending and discusses needs for the next budget cycle, based on plans for changes in staffing, equipment and services expected in future budget cycles.
  • Providing accurate and reliable advice on administrative functions such as budget and financial management, management analysis, procurement).
  • Initiating personnel actions in the automated system and coordinates all actions with the Servicing Human Resources Office (SHRO).
  • Ensuring that recruitment, employee development and retention of a diverse high quality workforce are effective and are managed in an equitable manner.
  • Participating as a full member of the office leadership team in formulating and annually updating program management plans.
  • Serving as the official primary source of communication for the directorate from the AD and other senior personnel.
  • Leading the drafting of written work products to communicate directorates and bureau's official position with regards to multiple issues such as hiring, terminations, disciplinary actions, etc.
  • Serving as the directorates source of communications regarding all written products to include memoranda, decisions, directives, and proclamations of non-policy nature.
  • Maintaining directory of all directorates written, non-policy communications to ensure the historical, accurate compilation and agility of Workforce and Inclusion.

Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to a few nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

To qualify for this position at the GS-12 grade level, you must include all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing leadership and administrative supervision; oversees a variety of duties in support of management analysis, employee development, budget and finance, inventory controls, acquisition and procurement, information technology and office support services; initiates personnel actions in the automated system for the SHRO; and prepares travel authorizations and travel vouchers.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the grade level of this announcement.

Physical Demands: Work is primarily sedentary, but requires some walking, standing; bending and carrying of light objects.

Working Conditions: Work is performed in an office setting.
