Summary

As a Supervisory Human Resources Specialist, you will have full responsibility for the overall integration, management, and supervision of the recruitment, selection, placement, classification and personnel action processing programs and related continuous processes improvement strategies that support the OCC mission.

Responsibilities

As the Supervisory Human Resources Specialist, you will:
  • Plan and direct operating functions, including staffing, recruitment, placement, classification, personnel transaction processing, and personnel records management.
  • Assure uniform application of all personnel laws, administrative and operational policies and procedures, coordination of all related responsibilities, and resolution of problems.
  • Maintain high levels of work production that deliver measurable results. Sustain a high degree of database accuracy on all types of personnel actions.
  • Conduct on-going statistical analyses of workload and production. Refine guidelines and local methodologies for maintaining production standards, conduct analyses of internal work processes, and gather and evaluate workload statistics. Prepare and submit narrative and statistical analyses/production reports.
  • Provide advice and guidance to senior management and work cross­ functionally to ensure implementation of new human resources initiatives, organizational strategies and reorganizations. Actively participate in the development of new or improved policies, programs, operating procedures, and guidelines.
  • Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs. Assess, evaluate and provide input to performance evaluations. Recommend personnel decisions regarding hiring, promotions, adverse action, etc.

• Complete a one-year supervisory or managerial probationary period (unless already completed).
• Complete a background investigation (unless already completed).

• Travel occasionally to attend conferences and/or training.

• Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 60 calendars days after the closing date of this announcement.

Specialized Experience:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VI level, you must have specialized experience equivalent to the next lower level, NB-V or V.2 or GS-11. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:
  • Advising managers and employees on staffing and recruitment regulations, policies and procedures; AND
  • Leading teams toward achieving objectives and goals in human capital areas such as staffing and classification; AND
  • Making recommendations for improving staffing and recruitment processes and procedures.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
