This position is located in the Office of the Executive Director, Human Resources Branch, Talent Management Section at the Commodity Futures Trading Commission. The Human Resources Branch is responsible for the development, implementation, and evaluation of human resources programs and objectives for agency headquarters, and regional offices.

Responsibilities

You will serve as Chief, Talent Management with independent responsibility for day-to-day operations for the Talent Management Section. Specifically, you will:
  • Provide expert advice and guidance to the Chief Human Capital Officer, executive-level Commission officials and managers and supervisors on the interpretation of and optimal options under human resources laws, rules and regulations particularly as they relate to the assigned human resources areas.
  • Participate with the Chief Human Capital Officer and the Chief of Workforce Relations in reviewing, establishing, and monitoring completion of HRB program goals, objectives, and priorities relative to his or her program and functional area responsibilities.
  • Oversee a multidisciplinary team of specialists in the areas of employment, position classification, benefits and retirement, payroll processing functions to include WebTA, training and professional and leadership development.
  • Manages and oversees operational activities for classification of positions at all grade levels, including executives. Provide advice and counsel to executive staff, managers, supervisors and staff on various classification matters and organizational alignment.
  • Manage and oversee recruitment and placement activities for excepted and competitive service positions at all levels, including executives. Ensures the merit promotion and delegated examining unit operates in accordance with rules, regulations and OPM and CFTC policies. Oversees the development of new recruitment sources and use of special recruitment and placement programs (e.g., handicapped VRA, Co-op, etc.) designed to produce high quality candidates. Ensure preparation of comments on proposed OPM qualifications standards and other staffing regulations and policy changes.
  • Manage and oversee the design, development and implementation of long-term strategies for the effective development of the CFTC staff which include establishment of a comprehensive management and leadership program, a CFTC Academy with appropriate training to meet the challenges of the changing markets overseen by CFTC, and a training program evaluation system for all CFTC sponsored learning and development activities. Consults with agency leadership (including the Chairman and Commissioners) and other CFTC stakeholders to identify, assess, and address training needs and subsequently design responsive solutions.
  • Participate in the establishment of CFTC policy by developing and commenting on proposed policy issuances, including those human resources policies outside the functional areas of classification, staffing, benefits, training and development. As assigned, prepares portions of or completes policy issuances, individual policies or internal procedures. Prepare comments on proposed OPM regulations, policy changes, and other issuances.
  • Establishes metrics and reporting systems for units managed to assess efficiency, effectiveness and compliance with regulatory procedures.
  • Advises staff regarding policies, procedures, and directives of higher-level management. Selects candidates for subordinate positions taking into consideration skills and qualifications, and mission requirements.
  • Represent the Commission at network meetings and in conferences with other agencies and organizations.

Qualifications

CT-15: You must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the CT/GS-14 grade level in the Federal service. Specialized experience includes: 1. Demonstrated experience applying the full range of complex recruitment, position management and classification, training and development, and benefits policies, procedures, and guidelines. 2. A mastery of knowledge of Federal laws, regulations, Executive Orders, guidance, and issues related to staffing, recruitment, classification and benefits. 3. Experience providing guidance and advice to a wide range of customers to include executive leadership, managers, supervisor, employees, and applicants. 4. Experience analyzing and solving unclear, complex and sensitive position management, staffing and benefits issues, such as those involving conflicting laws, policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Supervisory Probation Period. You will be subject to a one (1) year supervisory probation period, if not previously completed.

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.
