This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Budget Division (BD).

Responsibilities

  • Advises program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of accounting data to program operations and improvements.
  • Implements financial management improvements necessary to comply with OMB directives and legislation, e.g., the CFO Act, the Federal Managers Financial Integrity Act, and the Government Performance and Results Act (GPRA).
  • Participates in the design, development, and implementation of automated systems required to comply with new accounting standards and the accompanying reporting requirements.
  • Tests systems changes to ensure they do not compromise reporting requirements.
  • Evaluate proposals to integrate the accounting system with interfacing administrative support and functional program information systems.
  • Analyze operations, financial systems, periodic and special reports and systems edits to develop information on trends, anomalies, or problems, and develops solutions.
  • Implements changes to the content and nature of financial reports and applies computer financial management functions.
  • Perform ongoing analyses and interpretation of financial data in the general ledger to determine if the information is accurate, complete, and informative to management.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Minimum Qualifications for the Financial Management Specialist

GS-09: Specialized Experience:
To qualify for this position, you must possess one (1) year of specialized experience equivalent to at least the GS-7 level in the Federal service that incudes providing basic financial management guidance; supporting other accounting and financial management staff; and researching financial policy.
OR
2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

GS-11: Specialized Experience: To qualify for this position, you must possess one (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service that incudes providing financial management guidance; interpreting financial data; and performing ongoing financial analysis.
OR
3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

GS-12: Specialized Experience: To qualify for this position, you must possess one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes providing financial management guidance; interpreting financial data; performing ongoing financial analysis; implementing financial management improvements; and assisting in the resolution of accounting system problems.

Education may not substitute experience at this grade

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards. You may submit an unofficial copy of the transcript at the initial phase of the application process; however, if selected, you will be required to submit official transcripts prior to entering on duty. You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
