Position summaryAKF USA is seeking to hire a Global Lead to oversee the overall management of the AKF and USAID jointly-funded LocalImpact Leader with Associate (LWA) award. The Global Lead will be responsible for day-to-day oversight of program operations, will be the key liaison between USAID and the AKDN and lead other strategic relationships. With an eye toward conflict prevention and resolution, LocalImpact will target marginalized and vulnerable communities to: (1) Catalyze inclusive economic growth and ensure basic livelihoods; (2) Enhance infrastructure and access to basic services with a focus on clean energy; (3) Enhance the capacity of citizens and local institutions; and (4) Promote pluralism and social cohesion.Primary Duties and Responsibilities PROJECT AND OPERATIONS MANAGEMENTA' .A' A' A' A' A' A' A' A' Provide overall management oversight of the LocalImpact LWA award and associate awards and the LocalImpact team;A' .A' A' A' A' A' A' A' A' Develop and operationalize annual goals for LocalImpact;A' .A' A' A' A' A' A' A' A' Develop work plans and other strategic planning documents for the LWA award, and ensure their successful and timely implementation;A' .A' A' A' A' A' A' A' A' Build relationships and engage extensively with AKF field offices and AKDN sister agencies to co-create programming, adhering to AKF's human-centered co-creation process and helping to develop locally identified and owned solutions;A' .A' A' A' A' A' A' A' A' Proactively liaise with USAID in Washington DC, including with the LWA's Agreement Officer and Agreement Officer's Representative, and with field Missions on an ongoing basis to ensure alignment and agreement on ever-changing programmatic priorities;A' .A' A' A' A' A' A' A' A' Oversee partner due diligence;A' .A' A' A' A' A' A' A' A' Oversee the team that conducts ongoing consultations and engagement with communities and local stakeholders through established feedback loops;A' .A' A' A' A' A' A' A' A' Ensure the implementation of proper processes and controls to ensure compliance with USAID rules and regulations as well as AKF protocols;A' .A' A' A' A' A' A' A' A' Ensure timely completion and acceptance of USAID and AKF deliverables and reports to share project information and progress against KPIs and learning objectives;A' .A' A' A' A' A' A' A' A' Provide budget oversight in coordination with the LocalImpact Finance & Grants Manager and AKF USA Associate Director of Finance;A' .A' A' A' A' A' A' A' A' Ensure the project is compliant with AKF's safeguarding policy;A' .A' A' A' A' A' A' A' A' Communicate with USAID and industry players to understand upcoming Associate Award opportunities and requirements and relaying pertinent information to key stakeholders including AKF field units and AKDN sister agencies;A' .A' A' A' A' A' A' A' A' Support AKF recruitment and management of project staff;A' A' .A' A' A' A' A' A' A' A' Recruit and manage a third party Global Learning Partner responsible for learning throughout the LWA and across Associate Awards;A' .A' A' A' A' A' A' A' A' Both convene and participate within the LocalImpact Steering Committee comprised of both AKF and USAID senior representatives; andA' .A' A' A' A' A' A' A' A' Drive other strategic relationships and business development as required; remain flexible and comfortable with a role that may evolve over time.CO-CREATION AND DESIGNA' .A' A' A' A' A' A' A' A' Lead the overall strategy of LocalImpact design and partnership work and oversee team working on co-creation;A' .A' A' A' A' A' A' A' A' In close collaboration with AKF field units, engage in partnership development with USAID Missions;A' .A' A' A' A' A' A' A' A' Collaborate with AKF and AKDN field offices and communicate critical information about the project and support and position field teams for success on a project;A' .A' A' A' A' A' A' A' A' Support gathering of co-creation participants including, but not limited to, AKF field units, AKF Global Programme Team representatives, AKDN agency representatives, local community members, and USAID staff for design workshops entities;A' .A' A' A' A' A' A' A' A' Gain a deep understanding of and empathy for target communities, mission, and strategy in order to identify ways LocalImpact can support them and proactively begin to connect them to resources;A' .A' A' A' A' A' A' A' A' Support the stewardship of associate awards once signed following design processes; andA' .A' A' A' A' A' A' A' A' Ensure feedback loops are established throughout the program.TECHNICAL LEADERSHIPA' A' .A' A' A' A' A' A' A' A' Work closely with AKF's Global Programme Team and agencies in the Aga Khan Development Network to ensure there is clear technical direction and support across the core LWA focus areas, including economic inclusion, infrastructure and clean energy, capacity building, and social cohesion;A' A' .A' A' A' A' A' A' A' A' Liaise with AKF field units including senior management representatives to identify areas for training and capacity development and regional cooperation; andA' .A' A' A' A' A' A' A' A' Ensure systematic application of Collaborating, Learning and Adapting (CLA) principles throughout LocalImpact to ensure proactive learning, adaptation, and course corrections to programming and/or operational design, and communicate identified adjustments to AKF, USAID, and the Steering Committee.QUALIFICATIONS AND EXPERIENCEAdvanced degree in Business Management, International Relations, or Development, Economics, Diplomacy, or related field;A' .A' A' A' A' A' A' A' A' Proven track record of working with USAID and securing awards;A' .A' A' A' A' A' A' A' A' Minimum of 10 years of experience leading multifaceted, large scale USAID programs and partnerships;A' .A' A' A' A' A' A' A' A' Experience with co-creation, and familiarity with USAID's co-creation processes and principles is highly desirable;A' .A' A' A' A' A' A' A' A' Proven ability to work across diverse stakeholder groups (including USAID, national- and local-level government bodies, CSOs, private sector, and communities) to design and implement local solutions;A' .A' A' A' A' A' A' A' A' Familiarity with USAID Collaborating, Adapting, and Learning principles and experience with adaptive programming;A' .A' A' A' A' A' A' A' A' Understanding of business development strategies and demonstrated record of successfully pursuing new business opportunities;A' .A' A' A' A' A' A' A' A' Ability to thrive in fast-paced, uncertain environments and resolve problems effectively and quickly;A' .A' A' A' A' A' A' A' A' Experience in Central Asia and/or Afghanistan strongly preferred;A' .A' A' A' A' A' A' A' A' Demonstrated successful record supporting multiple country offices;A' .A' A' A' A' A' A' A' A' Experience managing and leading capacity building initiatives;A' A' .A' A' A' A' A' A' A' A' Strong English writing skills;
