Summary

This position is located in the office of the Chief Administrative Officer, Human Capital Management (HCMD), Payroll and Processing Branch (PPB). The Human Resources Specialist (Payroll) serves as an expert for the effective management of a progressive and comprehensive program involving payroll and personnel processing services.

Responsibilities

The individual selected for this position will:
  • Provide strategic planning of payroll and processing goals and priorities.
  • Ensure the accurate and timely processing of new hires, promotions and other personnel transactions for an organization of 2,300 employees.
  • Establish quality control for pay and personnel transactions to ensure payroll data integrity.
  • Provide expert, advisory and technical services to agency leaders, managers and employees regarding payroll and personnel matters.
  • Ensure that pay problems/issues are thoroughly researched and promptly and accurately resolved.
  • Conduct continuous process improvement of payroll and personnel processing, recommending and implementing best practices to achieve optimal effectiveness and customer satisfaction.
  • Prepare relevant reports as required.
  • Manage the electronic Official Personnel Folder (eOPF) system used for maintenance and retrieval of personnel records.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:
  • Experience managing Federal payroll and personnel operations and leave administration, including overseeing agency-wide payroll-related data submissions.
  • Experience applying business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
  • Customer Service Experience -Served and satisfied internal and external customers; accepted accountability for quality outcomes.
  • Experience analyzing data in order to draw conclusions and to identify cause and effect relationships to support leadership decisions, recommend a course of action or solve organizational issues.
  • Experience ensuring confidentiality, integrity and availability regarding payroll data.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

  • Experience managing Federal payroll and personnel operations and leave administration, including leading the team on agency-wide payroll-related data submissions.

  • Experience in the participation of data analysis in order to draw conclusions and to identify cause and effect relationships to support leadership decisions.
  • Experience ensuring confidentiality, integrity and availability regarding payroll data.
