Summary

The Re-entry & Sanction Center (RSC) is a component of CSOSA. The RSC is a residential facility that houses offenders/defendants with an extensive history of substance abuse and offenders/defendants who by abusing substances violate the conditions of their release. Offenders/defendants are referred to the program by Community Supervision Officers, Pre-Trial Service Officers; by a CSOSA counselor or supervisor; or by an officer of the court.

The Supervisory Psychologist (Chief Psychologist) manages and supervises psychological testing program work performed by the team and plays a key role in provision of clinical services to clients with behavioral health diagnoses and is consulted by other program staff on problems related to interpretation of testing data and treatment recommendations. Individually and in collaboration with others, prepares written reports which detail assessment and/or evaluation findings that support the decision rendered. Conducts psychological (forensic or clinical) evaluations of offender/defendants to identify personal, emotional, and mental health disorders; or intellectual deficiencies.

Supervises and trains subordinate clinical staff in the evaluation, diagnosis, and treatment preparedness of offenders and defendants with behavioral health and co-occurring mental health disorders, and apply treatment modalities and techniques of psychotherapy, cognitive behavioral therapy, behavior modification, and insight psychotherapy. Serves in the critical role in provision of clinical services to offenders and defendants with behavioral health, mental health, and substance use disorders. Serves as an authoritative source of information in the use and interpretation of psychological tests and provides guidance to other program staff on problems related to interpretation of testing data and treatment recommendations.

Provides clinical supervision and training for licensed psychologists, psychometrists, counselors (licensed or certified), graduate level psychology trainees/interns, practicum students, and consultant psychologists who evaluate the biopsychosocial functioning of the RSC offenders/defendants, and identify mental health disorders.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

A background security investigation will be required for all new hires. In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least GS-13.

Specialized experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position as a Supervisory Psychologist. Specialized experience includes: recognized as an expert in providing clinical services to clients with behavioral health diagnoses, co-occurring mental health and substance abuse disorders.

Education

BASIC REQUIREMENTS

For all specializations except counseling or clinical psychology: Successful completion of the requirements for a bachelor's degree in psychology.

For counseling psychology: Satisfactory completion of two full academic years of graduate study directly related to professional work in counseling psychology or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology.

For clinical psychology: Successful completion of the requirements for a doctoral degree in clinical psychology.

BASIS OF RATING: Your application will be rated under Category Rating Procedures and be placed in one of three categories: Highly Qualified (highly proficient with an overall comprehensive level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), Well Qualified (competent in the position with an overall accomplished level of knowledge, skills, and abilities of the job based on a complete review of experience, education and training), or Qualified (an overall basic level of knowledge, skills and abilities of the job based on a complete review of your experience, education and training). With the exception of positions which are professional and scientific at the GS-09 (or equivalent) and above, qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30-percent (CP) move from the category in which they would otherwise be placed to the top of the highest quality category.
