This position is located in the Office of the Executive Director (OED), Office of the Chief Information Officer (OCIO). The Office of the Chief Information Officer (OCIO) oversees all IT services in support of the FTC's mission and strategic plan.

Responsibilities

If you are selected for this position, you perform the following duties:
  • Conduct research that affects the confidentiality, integrity, and availability of IT services and business requirements which impacts the customer's satisfaction with IT services. Research can lead
  • Independently develop recommendations through use of FTC data such as that for budgets, acquisitions, governance, performance management, and enterprise architecture and can use research to support quantitative trade-off considerations for senior decision makers.
  • Sequencing of activities necessary to complete implementation of any recommendation through consultation with peers and customer.
  • Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs
  • Promote awareness of security issues among management and ensuring sound security principles are reflected in organizations' visions and goals
  • Develop and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures
  • Participating in network and systems design to ensure implementation of appropriate systems security policies;
  • Assess security events to determine impact and implementing corrective actions
  • Ensure the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of all IT services.

Qualifications

For the GS-12 level: Specialized Experience: Applicants must have at least 1 years of specialized experience equivalent to the GS-11 in the federal service performing the following duties: Conducting research and quantitative analysis for solutions to improve and secure IT services, conducting business requirements analysis or business process redesign, implementing security policies/procedures, identifying and resolving risk.

For the GS-13 level: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Conducting research and quantitative analysis to support the acquisition of IT applications or services, implementing processes which increase customer satisfaction levels and technology adoption, implementing security policies, identifying and resolving risk.

In addition to the specialized experience requirements; for all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
