As a Design Project Manager on The Lab at OPM's team, you will be working on a range of projects as part of The Lab at OPM's portfolio. We will rely on your aptitude for team leadership, collaboration, open communication, and a robust ability to juggle multiple priorities simultaneously.

Responsibilities

  • Lead and work on a multi-disciplinary team comprised of subject matter experts, service designers, visual designers, content strategists, and developers, when relevant, under tight timelines
  • Help frame project requirements, establish priorities, allocate resources, track and report progress and ensure adherence to schedules, scope and budget
  • Oversee the delivery and budgets of the Lab's services for key federal partners, working with Lab leadership and team members to align efforts with practical constraints and strategic priorities
  • Partner with a diverse array of government organizations, project teams, external organizations and customers to forward a culture of collaboration and innovation
  • Contribute to the delivery of complex multi-stakeholder design projects of varying duration and budget, driving collaborative and positive team dynamics
  • Use excellent presentation skills to convey the value and impact of design for federal programs

  • All Fellows must participate in The Lab at OPM's Onboarding, which takes place during the Fellow's first week of employment.
  • Must attend at least one of two types of networking events each quarter (if scheduled) to give Fellows the opportunity to learn about recent advances in design in government, and to build networks of public sector innovators and designers.
  • During the Fellowship, Fellows must recuse themselves from matters that might directly and predictably affect the financial interests of their employers.
  • Must comply with other Federal ethics regulations.
  • May be required to submit a financial disclosure form and receive an ethics briefing prior to or upon serving.


Qualifications

Relevant Experience: Candidates should have a strong combination of the following:
  • A track record of building and managing multiple design teams and projects
  • The ability to cultivate strong relationships and partnerships
  • Excellent, demonstrated project management skills including the ability to motivate, influence, and hold colleagues accountable to high standards of professional creative work
  • Experience working on design projects within environments constrained by budget and regulation
  • Ability to manage communication and collaboration with key stakeholders, including senior level staff and executives
  • Ability to manage talent across a variety of different skill sets such as subject matter experts, service designers, visual designers, and/or content strategists
  • Experience working on collaborative, fast-paced service and/or web design projects as a project manager
MINIMUM QUALIFICATION CRITERIA
To be considered for this position, candidates must possess ALL qualifications listed below:
  • Human Innovation Fellows (HIF) Program Eligibility: Applicants ( cannot be a current U.S. Federal Government employee, and (2) must have at least five years of relevant professional experience in the field as explained above. (Time spent as a student in a full-time academic program cannot be substituted for any of the required 5 years of professional experience.)
  • ***Minimum Qualifications: Applicants must be able to demonstrate the ability to lead and manage teams as well as contribute to projects as a practitioner of Human-Centered Design (HCD) conducting the following duties:
  • Providing HCD services to external customers through project-based work.
  • Scoping, planning and managing complex design projects that cover multiple phases of the design process (such as research, synthesis and prototyping) and that last several months or more (rather than several days or weeks).
  • Managing teams comprised of expert designers with a diverse array of skillsets such as service designers, visual designers, design researchers and more.

  • You must meet all qualification and eligibility requirements by the closing date of this announcement.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Additional information

    OPM will not provide relocation expenses, nor will it provide or fund accommodations in the duty station during the Fellowship.

    Candidates may be considered for other roles within The Lab even if you do not formally submit an application for the other roles we are seeking to fill under the Human Innovation Fellows Program, i.e., if you apply as a Design Project Manager (Management and Program Analyst) but we see potential for the Visual Designer (Management and Program Analyst) role, and vice versa, we will consider you for that position based on our own assessment.
