Summary

The incumbent serves as the Deputy Director of Human Resources for the Departmental Offices (DO) of the Department of the Treasury, reporting to the Director, Human Resources, in the Office of the Deputy Assistant Secretary for Human Resources and CHCO (DASHR/CHCO) within the Office of the Assistant Secretary for Management/CFO, Departmental Offices (DO).

Responsibilities

As a Human Resources Officer, you will:
  • Manage a subordinate staff of HR professionals and exercise full responsibility for the design, content, and execution of several designated HR program areas within DO.
  • Develop and execute short and long range plans for HR which reflect responsiveness and full operational support for DO programs and missions.
  • Generate understanding and acceptance by operating officials of their responsibilities for meaningful participation in HR management in keeping with merit system principles and equal employment opportunity laws and regulations.
  • Advise the Director of Human Resources and DASHR/CHCO on matters affecting HR operations including: 1) potential impacts of proposed legislation, regulations, and Treasury policies and procedures on operational activities and workload; 2) development of Treasury-wide policies, procedures, and regulations, testing their feasibility in the DO operational environment; and, 3) initiating or recommending changes to statutes, regulations, policies, and programs as necessary to enhance HR support of the bureau's mission, strategic goals and priorities;
  • Represent DO in dealings with the Office of Inspector General, the Office of Personnel Management, the Merit Systems Protection Board, the Office of Special Counsel, Senior Treasury Leadership and other federal entities on matters related to specific DO operational personnel matters.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience or General experience for this position includes:
  • Independently providing technical advice/consulting support to senior agency managers (GS-15 and higher) in at least 3 of the following areas: staffing, workforce and succession planning, performance management, classification, compensation/benefits, employee relations; AND
  • Supervising and/or leading (formally or informally) the work of a staff; AND
  • Hands on experience consulting with executive level staff regarding sensitive HR situations to make recommendations and implement solutions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-15, you must have been at the GS-14 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
