CIVIL ENGINEER III

An Overview
The Department of Transportation & Environmental Services (T&ES) Stormwater Management Division is seeking a Civil Engineer III to perform professional and technical work as a stormwater capital project engineer to manage or participate as a team member to implement water quality and stormwater drainage capital projects and assists in managing development in the floodplain. These projects will focus on meeting the City's Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan requirements under the Municipal Separate Storm Sewer System (MS4) General Permit, alleviate local drainage issues and local flooding issues, and address storm sewer capacity issues.

The position works on capital stormwater projects to implement stormwater quality best management practices BMPs such as urban stream restoration and green infrastructure projects to address the Bay TMDL Action Plan requirements and water quantity capital projects for drainage and localized flooding projects, which may include the completion of special studies and program activities in prioritization and working with a design team to implement these projects.

The Civil Engineer III must have knowledge on the design and implementation of stormwater quality best management practices (BMPs) and on the design and construction of stormwater drainage projects to take a highly proactive approach to work, think strategically to formulate solutions, and possess strong verbal and written communication skills to work effectively with the public, coworkers, consultants, and elected officials.

The Opportunity

• Performs capital stormwater infrastructure project management duties for T&ES as the project sponsor department, while working with the project manager with the Department of Project Implementation (DPI) as part of the project team to fully design and construct stormwater capital projects;
• Evaluates alternatives and concept-level designs for major public improvement projects related to the separate storm sewer system, including storm sewer replacement projects and green infrastructure projects;
• Exhibits proficiency in technical understanding and application of Chesapeake Bay Program Expert Panel reports for the implementation of BMP retrofits, especially Urban Stream Restoration and similar techniques;
• Assists in the planning and design of structural stormwater facility best management practices (BMPs);
• Responds to drainage and flooding complaints and conducts field reconnaissance to assess potential solutions, and works with staff to develop solutions;
• Serves as project manager and/or project team member to design and construct public infrastructure small to medium scale drainage projects and larger stormwater infrastructure capital projects;
• Responds to complex stormwater planning, engineering, and community inquiries, requests for interpretations, or determinations involving stormwater management issues;
• Assists in the development of construction documents, procurement of construction contractors, and management of construction projects for small to medium scale drainage projects;
• Assists in informing stakeholders, including residents and the general public in regard to capital projects, and;
• Perform related work as required.

The Ideal Candidate
To qualify for this position, all candidates must possess a Bachelor's degree Civil Engineering and five (5) years of of professional experience.

To be considered as an ideal candidate, one should possess a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia; have at least five (5) years of experience in civil engineering practices and the ability to prepare or review civil engineering plans and/or technical specifications; possess the capacity to perform or review technical stormwater calculations for the design and analysis of stormwater facility BMPs; have the ability to evaluate drainage issues and provide solutions for public and private infrastructure; have knowledge of construction techniques and best practices; stay abreast of new technologies and approaches to stormwater management; and possess the ability to communicate effectively with staff members, citizens, engineers, applicants, and contractors;
