Duties

Summary

The incumbent of this position serves as attorney advisor on a Board Member's staff and is responsible for: (1) analyzing and recommending disposition of cases; (2) performing or participating in special research and study projects (3) recommending changes in the Board's policies, regulations, and procedures; and (4) providing opinions and recommendations on proposed legislation affecting the Board's functions.

Responsibilities

  • Handles individual cases as assigned by the Board Member that may include cases representative of the most difficult in the field of administrative law;
  • Prepares "bench memoranda" setting forth the contested issues the Board must decide;
  • Prepares memoranda summarizing the arguments contained in amicus briefs in cases in which the Board has invited briefing by interested members of the public;
  • Drafts official decisions/orders of the Board; and
  • Reviews memoranda prepared by other counsel.

Qualifications

MINIMUM QUALIFICATIONS

To qualify at the GS-13 level, one full year of specialized experience, at the GS-12 grade level or two years legal experience which has provided the applicant with the competencies required to successfully perform the duties of an Attorney-Adviser (Labor). Examples of specialized experience include: judicial clerkships; employment with an established labor relations office of a Federal agency; or other employment with an organization that requires a strong background in labor and employment law. Applicants must demonstrate that they possess skill in developing timely, practical solutions to complex labor and employment problems through the application of legal knowledge and use of interpersonal skills and, demonstrate analytical, research, and problem-solving skills. To qualify at the GS-14 level, one full year of specialized experience at the GS-13 grade level or at least three years experience, which has provided the applicant with the particular competencies required to successfully perform the duties of a senior Attorney-Adviser (Labor), which include reviewing, analyzing, and recommending disposition of cases that may pose difficult and important issues and that may require individual expert and/or highly expeditious handling; drafting complex decisions for approval by superiors; and, on occasion, participating in special research and study projects which serve as a basis for important case decisions, and significant policy, regulation, or procedural changes.
