Summary

Serves as a Senior Architect/Engineer (A/E) and is responsible for the performance of all aspects of the project management of Prospectus Level and non-prospectus level projects, which comprise the most major, politically sensitive, and complex initiatives.

Responsibilities

Manages leasing, design, construction and alteration projects involving large and complex special purpose buildings. Such projects may be multi-story, multi-million dollar, office buildings, building complexes, laboratories or courthouses that involve difficult problems in engineering design, planning, coordination, code/zoning requirements, site selection, development, and layout, or other architectural/engineering related matters. Manages all aspects of the project's finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget. Assists the Contracting Officer in the preparation of statements of work, determinations and findings and solicitation documents. Ensures that assigned projects are technically correct for both design and construction and are in accordance with the best current practice in the industry; that they are within the technical and administrative constraints of the project and that they are fully coordinated and compatible with other architectural/engineering disciplines of the project. Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations. Prepares scopes and manages the development of plans specifications and cost estimates for building alterations, repairs, improvements, and new construction. Collaborates with customer agencies' top officials to ensure optimum satisfaction of agencies' program and project objectives through effective and expeditious management of project-related activities. Presents options/solutions to customer based on incumbent's personal knowledge of customer's current and future requirements. Recommends alternatives to meet customer requirements. Prepares technical reports on important and highly complex architectural/engineering matters that influence current and future programs of the Region

The GS-13 salary range starts at $99,172 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC REQUIREMENTS FOR ARCHITECTS: A Degree in architecture or related field; OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education, training, and/or experience - use the following link: Basic Requirements for Architect Positions.

In addition to the Basic Requirements listed above, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is professional architectural work in the design, construction, repair & renovation, restoration, rehabilitation, design or construction of major commercial or industrial facilities (multi-storied or high-rise office bldg. & related structures), managing all, or a large phase, of a major design or construction project.

Relocation-related expenses are not approved and will be your responsibility.

Selected applicants may qualify for credit toward annual leave accrual based on prior non-Federal work experience or uniformed service experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of professional architectural principles, concepts and practices applicable to a full range of design, layout, construction, repair and/or alterations to a variety of complex structures.
  • Ability to apply a wide range of qualitative and quantitative methods to the assessment and improvement of programs affected by the architectural specialty.
  • Ability to manage projects impacted by multiple competing priorities and requirements, using the knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources while applying financial management and budgeting knowledge, techniques, and innovation to achieve project results with on-budget and fiscal integrity.
  • Skill in oral and written communications to present recommendations to management and customers.
