Summary

This is a Non-Bargaining Unit position.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration with the Office of Capital Access, Office of Performance and System Management, Systems Operation Division located in Washington, DC.

In almost all cases, pay on a new appointment will be set at the minimum rate (GS-14, step 1 at $117,191 Per Year).

Responsibilities

  • Serves as the authority on Small Business Administration's (SBA) data and database and their relationship to SBA's guaranteed loan portfolios.
  • Assists in maintaining hardware, software, virtual machines and web servers for a high-availability website.
  • Assists in managing all online transaction processing activities in the SBA's Oracle Database referring to the collections, analysis, and dissemination of federal data on all actions within SBA loan life cycle.
  • Provides data governance and support maintaining standardization and ownership rules for data resources in collaboration with SBA partners.
  • Responds to verbal requests regarding data, hardware and software.
  • Responds to written requests regarding data, hardware and software.

BASIC REQUIREMENTS :

Applicants MUST have IT-related experience demonstrating each of the four competencies listed below:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

For GS-14 :
SPECIALIZED EXPERIENCE : One year of specialized experience (equivalent to at least the GS-13 grade level in the Federal service) obtained in either the private or public sector. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Qualifying examples of experience for this position may include but is not limited to performing duties such as:
  • Reviewing directives, policies, programs, enterprise-wide functional user requirements and acquisition strategies/vehicles for program related issues to determine the impact and implications in supporting information systems.
  • Developing and providing technical analysis of new and emerging technologies and their implications on the short and long-term IT planning.
  • Making recommendations on implementation strategies to include resources, acquisition strategy, funding, and fielding of applicable technologies for future systems.
  • Accomplishing long and short-range projects in the modification of systems, software, hardware and networks.
  • Developing or providing guidance for the solution of difficult and unprecedented problems resulting from new or modified operation management information concepts and requirements.
  • This experience must be clearly referenced in your resume.

    Serves as an internal systems and Oracle technical expert, provides data architecture management and guides the design of system modernization for new technologies while monitoring their operational performance.

    Salary: In almost all cases, pay on a new appointment will be set at the minimum rate (GS-14 step 1, $117,191 Per Year).

    The Full Performance Level of this position is a GS-14.

    Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance to meetings and conferences away from the work site. May carry light items such as papers, books, or small parts. May drive a motor vehicle.

    Work Environment: The work is performed in a typical office. May occasionally be exposed to uncomfortable conditions in such places as research and production facilities.
