Responsibilities

  • Review contract requirements along with any other customer-negotiated requirements to gain a clear understanding of contractual requirements.
  • Promptly reviews the Over and Above Work Requests to ensure that the contractor is following the correct procedures, formatting, and content including description of the discrepancy type and location.
  • Establishes risk-based surveillance activities for Time and Material contracts.
  • Performs contract review to identify contractual technical requirements and develop required tasks for the execution of the surveillance plans.
  • Produces reports which meet DCMA policy to provide advance understanding of cost over-runs, premature material/parts buys, and slippages of critical program milestones.
  • Assesses physical progress on contracts with progress payments. Develops weighted values for different cost elements. Visits contractor facilities to verify contractor claimed physical progress of the weighted value cost elements.
  • Performs rental reviews and conducts facility utilization surveys to determine if sufficient defense requirements exist for continued retention of industrial plant equipment.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09).

Specialized experience is defined as: Experience reviewing and analyzing performance plans and schedules associated with the development of industrial processes utilized in production facilities. Experience providing input into the controlling of industrial processes. Compilation of data related to manufacturing plans and/or manufacturing flow processes to ensure cost and schedule objectives are met. Experience monitoring delivery performance and production management systems.

Education can be substituted for experience.

  • This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.
  • This position is designated as an Acquisition position and is subject to the provisions of the Defense Acquisition Workforce Improvement Act and associated DoD and DCMA policies and guidelines. Selectees must meet position requirements for certification at Level II in Career Category PRODUCTION, QUALITY AND MANUFACTURING within 24 months of entrance on duty.
