This position serves as the Program Manager (Chief of Learning and Development) and is located in Washington, DC, headquarters of the National Park Service, and is supervised by the Deputy Associate Director for Workforce and Inclusion.

Responsibilities

The major duties of the Program Manager (Chief of Learning and Development) position include, but are not limited to the following:
  • Managing training and employee development programs to align with the organizational goals of the agency to develop/advance into senior positions.
  • Coordinating development regarding content, pedagogy, format, and other design criterion and ensures compliance with mandated laws, regulations, and agency and bureau policies.
  • Leading design and implementation or leadership development programs and career pathing.
  • Collaborating with agency and bureau to ascertain direction and gather best practices to inform the design of training programs.
  • Ensuring that the quality of education materials is kept current both in substance and delivery, and that staff training programs are responsive to National Park Service needs.
  • Reviewing training proposals to ensure consistency with agency and program expectations and adherence to pedagogical consistency.
  • Exercising total control over the Program's budget and directs major financial decisions impacting both program and personnel.
  • Developing the Service wide employee development program/budget plan including operational funding for the training centers and distribution of funds for training events.
  • Allocating funds accordingly to multiple training centers and develops programs based on sound financial assessments.
  • Serving as the Chief of Learning Officer and principal spokesperson for the National Park Service Learning and Development Program.
  • Managing Learning and Development personnel through the development of new and existing curriculum that advances the agency's organizational strategies.
  • Providing supervisory review and direction to training center Superintendents and program managers, evaluating them on an annual basis.

  • Maintaining constant dialogue with senior level personnel with regards to strategic direction, new programs, changing management priorities goals, and objectives.
  • Providing briefings to multiple stakeholders through briefings and presentations to personnel in multiple disciplines and grades.
  • Formulating education and training program plans that are clear, concise, and clearly articulate the goals and achievements sought at the completion of such programs.
  • Drafts training communication directives that are specific in their message and the expectations by receiving audience.
  • Consistently produces effective messages that consider educational and cultural backgrounds of intended audiences to create an inclusive environment for a diverse workforce.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to a few nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

To qualify for this position at the GS-15 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience must include:establishing a vision for learning and development for a mid-size to large, heavily decentralized organizations, and designing a plan with measurable goals for achieving that vision; designing a robust monitoring and evaluation system with metrics that are relevant to organizational goals, overseeing improvements in the organization, content and delivery of training, managing the overall training budget and use of funds.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours will be prorated. You will not receive any credit for experience that does not indicate the type of hours worked (full time, part time, etc.)

There is no substitution of education for experience at the grade level(s) of this announcement.

Additional information

Physical Demands: The work is primary sedentary. Some travel and walking in offices and other typical work spaces is required to attend meetings and conduct discussions with employees and managers serviced. The work does not require any special physical effort.

Working Conditions: Work areas are adequately lighted, heated, and ventilated. The work environment involves everyday risks that require normal safety precautions, however the incumbent may occasionally be exposed to uncomfortable conditions in such places as outdoor park venues.

The National Park Service has determined that the duties of this position are suitable for situational telework and the selectee may be allowed to telework with supervisor approval. This position is not eligible for core telework.
